S.Sudan: Kiir's deputies take oath of office including Rebecca Nyandeng de Mabior - The economy is in ruins, 5m need aid, 188,528 crammed into UN camps

Kiir's deputies take oath of office
Report by Radio Tamazuj.org dated 22 February 2020 (JUBA) - South Sudan's opposition leader Riek Machar has been sworn in as first vice-president in a boost for the peace agreement aimed at ending six years of conflict.
Mr. Machar took up the top post under the terms of the 2018 peace deal, implementation of which had been repeatedly delayed by disputes.

The main opposition leader took the oath of office alongside three other vice presidents appointed by President Salva Kiir last night as per the peace deal.

Those appointed vice presidents include James Wani Igga, Taban Deng Gai and Rebecca Nyandeng de Mabior. The fourth vice president position remains vacant as members of the South Sudan Opposition Alliance (SSOA) have not settled on a candidate for the position.

If peace holds, the transitional government of national unity will now have to embark on reforms to pave the way for general elections in three years’ time.

The economy is currently in ruins, nearly five million people need aid and 188,528 people are crammed into UN peacekeeping camps across the country.

The conflict that killed hundreds of thousands of people has spawned a massive refugee crisis, pushing many of those fleeing the fighting to neighboring countries.

Speaking at the presidential palace after taking the oath of office today, Dr. Machar said he is determined to work with President Kiir and other peace partners to end the devastating conflict.

"It is our hope that the formation of the revitalized transitional government will create a new momentum and a new spirit of commitment and cooperation in the implementation process of the agreement in order to avoid the delays experienced during the pre-transitional period," Machar said.

"I would like to reiterate my commitment and the commitment of the SPLM/A-IO to work closely with the peace partners and particularly President Kiir Mayardit to implement the agreement in letter and spirit. May God bless South Sudan," he added.

For his part, President Salva Kiir Mayardit, who called Machar "my brother", said he will work closely with the opposition to establish lasting and sustainable peace in the country.

Kiir advanced a message of reconciliation and forgiveness to his opponents, saying he has forgiven his archrival Riek Machar. “I want to reiterate here and now that I have forgiven my brother Dr. Riek Machar and I also ask for his forgiveness,” Kiir said. 

The president also offered a rare apology to the South Sudanese people for the devastating conflict, calling upon internally displaced persons and refugees to return home to rebuild their lives.

“I am inviting the people of South Sudan to forgive one another. Particularly, I want to appeal to the Nuer and Dinka communities to forgive and reconcile with one another,” he said.

“I also appeal to the people of Equatoria, especially those who have experienced much of the devastation to forgive and reconcile,” he added.

The South Sudanese leader called on holdout opposition groups to join the peace process, saying he plans to put an end to the conflict in the world’s youngest nation.

Kiir called on the international community to provide support as all parties to the peace agreement embark on rebuilding the country. [Note from Sudan Watch editor: Get lost Kiir you greedy monster, you've had over 15 years in power. Note that Rebecca Nyandeng de Mabior is a South Sudanese politician. She has served as the Minister of Roads and Transport for the autonomous government of Southern Sudan, and as an advisor for the President of South Sudan. She is the widow of Dr. John Garang de Mabior, the late first Vice-President of Sudan and the President of the Government of South Sudan, and the mother of Akuol de Mabior. Security situation in Darfur
No significant incidents have been reported over the past 24 hours.

UNAMID is currently planning a mission to the Um Kadada region of North Darfur to verify reports of an ambush of a Sudanese military convoy by Justice and Equality Movement (JEM) forces.

AU-UN JSR, Mediator meet with civil society organizations
UNAMID Joint Special Representative (JSR) Ibrahim Gambari and AU-UN Joint Chief Mediator (JCM) for Darfur Djibril Bassolé today arrived in Nyala, South Darfur, to meet with over 60 representatives from Darfur’s civil society organizations (CSOs).

Mr. Bassolé briefed the attendees on the most recent developments in the Doha negotiations, and emphasized the importance of their participation in future peace talks. He also asked that the CSOs push for the JEM to return to the negotiating table.

According to JSR Gambari, UNAMID and the Office of the JCM will again meet with the civil society organizations in two week’s time, ahead of the resumption of the Doha talks.

UNAMID, Darfur police continue combating violence against women
Yesterday marked the beginning of a ten-day workshop held in El Fasher, North Darfur, by UNAMID’s Human Rights component to increase the capacity of police officers in investigating violent crimes against women. The event was organized with support from the Swiss Government’s Fund Project to implement recommendations by the UN Group of Experts on Darfur.

The opening ceremony was attended by Dr. Hawa Suleiman, Chair of the State Committee on Combating Violence against Women, and recently elected State Minister of Agriculture, as well as the Director of the State Police’s Family and Child unit.

Twenty-five police investigators and commissioned officers from all three Darfur states are attending the course, including seven female officers from North Darfur. There are currently no women in the West and South Darfur state police forces, a fact which the Mission hopes will soon be addressed.

The participants will be trained on national and international standards in investigating crimes against women, including procedures for interviewing suspects and victims, and Sudanese laws on domestic violence, gender-based violence and human trafficking.

This workshop is part of UNAMID’s ongoing efforts to reach out to the women of the region, who have been most affected by the conflict. The Mission has also launched awareness-raising campaigns among local leaders in towns and Internally Displaced Persons (IDPs) camps and is increasing its female police advisors.

UNAMID patrols
UNAMID military forces conducted 105 patrols including routine, short-range, long-range, night, and humanitarian escort patrols, covering 95 villages and IDP camps during the reporting period.

UNAMID police advisors conducted 125 patrols in villages and IDP camps.

Sudan: Complex Emergency Situation Report #8 (FY 2010)

BACKGROUND

In 2010, Sudan continues to cope with the effects of conflict, displacement, and insecurity. Since 2003, a complex emergency in Sudan's western region of Darfur has affected more than 4.7 million people, including nearly 2.7 million internally displaced persons (IDPs). Periodic conflict continues in Darfur among armed opposition factions, the Sudanese Armed Forces (SAF), militias, and ethnic groups.

Despite reports of isolated incidents of violence, the boycott of major opposition parties, and voting irregularities, Sudanese President Omar al-Bashir won the first multi-party presidential election in more than 24 years and was sworn in to another five-year term on May 27, according to international media sources. The National Congress Party and the southern-based Sudan People's Liberation Movement continue to implement the 2005 Comprehensive Peace Agreement through the Government of National Unity (GNU). The formation of the GNU officially ended more than two decades of north–south conflict. During the conflict, famine, fighting, and disease killed more than 2 million people, forced an estimated 500,000 Sudanese to seek refuge in neighboring countries, and displaced an additional 4 million individuals within Sudan. The International Organization for Migration (IOM) estimates that since 2005, approximately 2 million people have returned to Southern Sudan and the Three Areas of Southern Kordofan, Blue Nile, and Abyei, straining scarce resources and weak infrastructure.

In eastern Sudan, the GNU and the Eastern Front opposition coalition signed the Eastern Sudan Peace Agreement in 2006. However, humanitarian needs persist in the area, which has experienced slow recovery following decades of conflict. Humanitarian access to the east remains limited due to Sudanese government-imposed travel restrictions.

On October 1, 2009, U.S. Chargé d'Affaires, a.i., Mark L. Asquino renewed the disaster declaration for the complex emergency in Sudan for FY 2010. The U.S. Mission in Sudan has declared disasters due to the complex emergency annually since 1987. USAID continues to work with other U.S. Government (USG) agencies, the U.N., and humanitarian agencies to closely monitor the humanitarian situation during the post-election period and in advance of the January 2011 referenda and popular consultations.

BREAKING NEWS: Malakal, Upper Nile - S. Sudan govt will not take any military actions against George Athor

GREAT NEWS just in from SRS (Sudan Radio Service) via email. Today, Government of Southern Sudan (GoSS) spokesman, Paul Mayom Akech told SRS that his government will not use force against George Athor or any of his followers. High level GoSS officials are in consultation with Mr Athor in order to resolve the issue amicably and peacefully.

Thursday, 6 May 2010 (JUBA, S. Sudan) – The Government of Southern Sudan says it will not take any military action against one of its generals who allegedly perpetrated an attack on an SPLA barracks in Upper Nile state a week ago.

Last week, General George Athor, who was contesting as an independent candidate against the Jonglei state governor Kuol Manyang, allegedly orchestrated an assault on the SPLA barracks in Doliep Hills, because he refused to concede defeat in the elections.

General Athor had demanded the resignation of Jonglei state governor-elect Kuol Manyang, and asked for an amnesty for all the soldiers that joined his contingent.

After a week of silence, GOSS spokesman, Paul Mayom Akech told SRS on Thursday from Juba that the government will not use force against General Athor.

[Paul Mayom]: “The Government of Southern Sudan looks at the matter as an unfortunate incident in which lives of innocent people have been lost; be they soldiers or civilians. And the government has not made up its mind to go on an offensive against the perpetrators of this particular incident. There is no question of a military offensive against General George Athor. There are youths from the villages in the areas of Khorfulus and around Nyirol county that were frightened following the incident and they ran into the bush; and if the government is to carry out an offensive against the people you term as the followers of General George, then you are virtually operating against the civilians community. It is not an option for the Government of Southern Sudan to operate against its citizens.”

Paul Mayom added that the government is in consultation with the aggrieved general in order to resolve the issue.

[Paul Mayom]: “We are in contact with General George Athor. I am told he is speaking to the headquarters of our president. I have also been told informally that General Athor had asked that his Excellency Lual Ding, General Anthony Bol, one minister from the state government of Upper Nile and I should meet him and discuss the grievances with the intention of amicably and peacefully resolving the issue. And I understand the chiefs are already there in Malakal meeting him. George Athor is not someone new to the movement and we expect that whatever mistake has occurred, there is a room to settle it.”

Paul Mayom Akech, GOSS caretaker minister of information and broadcasting, was talking to SRS from Juba on Thursday.
