Sudan: Darfur rebellion in 2003 was not genocide

NOTE from Sudan Watch Editor: This is my attempt to clarify that anyone who refers to the Darfur rebellion and counterinsurgency of 2003 as genocide is in fact, most likely unwittingly, spreading US propaganda.

African (and European) leaders did not say that the Darfur rebellion started in 2003 was genocide because it wasn't. For the sake of simplicity, and to save trawling through the extensive archives of this 20-year-old site, here is an excerpt from Wikipedia on the international response to the rebellion:

"The ongoing conflict in Darfur, Sudan, which started in 2003, was declared a "genocide" by United States Secretary of State Colin Powell on 9 September 2004 in testimony before the Senate Foreign Relations Committee. Since that time however, no other permanent member of the United Nations Security Council has followed suit. In fact, in January 2005, an International Commission of Inquiry on Darfur, authorized by UN Security Council Resolution 1564 of 2004, issued a report to the Secretary-General stating that "the Government of the Sudan has not pursued a policy of genocide." Nevertheless, the Commission cautioned that "The conclusion that no genocidal policy has been pursued and implemented in Darfur by the Government authorities, directly or through the militias under their control, should not be taken in any way as detracting from the gravity of the crimes perpetrated in that region. International offences such as the crimes against humanity and war crimes that have been committed in Darfur may be no less serious and heinous than genocide." - Wikipedia June 26, 2023.

A handful of US activists online were the first to shout genocide in Darfur. They and many others used Darfur and South Sudan as political footballs for personal gain and work. After the Bush administration (Republican) left office, most of the Save Darfur crowd faded away or moved on to pastures new, in media, govts, NGOs, UN, charity startups related to genocide etc. 

In 2003, social media platforms Twitter, Facebook, Flickr, Instagram, Tik Tok, Bing etc., didn't exist. Global citizens took to the Internet and 4-yo Blogger like ducks to water. Power to the people. It was wild and exciting.

Thousands of bloggers put the spotlight on Darfur by piling enormous non-stop pressure on politicians and the UN to send aid to Darfur, stop genocide in Darfur and stop (mainly black) Darfuris being slain, starved or forced to flee by gun-toting (mainly Arab) militia on horses, camels or trucks. 

The Internet, home computing and smartphones now used by billions worldwide, have taken massive leaps with Artificial Intelligence. Evidence of atrocities can be gathered, checked and verified to stand up in a court of law.

Going by the report below, it's easy to see why Sudan's military junta is against Kenyan President Ruto helping to bring peace to Sudan: it quotes President Ruto as saying "there are already signs of genocide in Sudan". 

Now in 2023, ill informed people and others with vested interests, media included, write of genocide in Darfur in 2003 based on conjecture without doing any homework or citing verifiable sources and facts. 

Social media is mainly a free for all soapbox from which anyone can say almost anything. Recently, I saw some displaced Darfuris interviewed on camera (English subtitles) using activists' buzz words and "genocide". 

AI wizardry is moving at lightening speed and is now used to spread propaganda and fake news online to great effect. Experienced journalists with access to fact-checking technology are needed now more than ever.  

In Sudan, fighters from several different countries (and prisons) use heavy weapons and custom-made trucks to help the belligerents grab land and power. There is no functioning government in Sudan, anarchy reigns.

From what I can gather, the only way to stop Sudan's collapse is for a unified civilian-led government to claim its right to govern now, even in exile, backed by the AU, IGAD, NAM, LAS, UN and the international community. African solutions to African problems, African land for African people.

Kenyan President William Ruto: 'There are already signs of genocide in Sudan'

In an interview with FRANCE 24 on the sidelines of the Summit for a New Global Financing Pact, Kenya President William Ruto said the world's multinational financial architecture needs to be "fixed". He also reacted to the ongoing conflict in Sudan, saying "there are already signs of genocide". More than 2,000 people have been killed there since fighting broke out on April 15.


"We pay, especially those of us from the Global South and on the African continent, up to eight times more for the same resources, because of something called risk," Kenya's Ruto said. Calling the current system "broken", "rigged" and "unfair", Ruto said the multinational financial architecture needs to be "fixed". He also insisted on the importance of clarifying climate financing in order to deal with poverty and the "existential threat" of climate change.


Ruto narrowly won re-election in August 2022, but his opponent Raila Odinga claims to have won instead and has since been organising protests. Ruto said: "I don't have a problem with Raila Odinga, we are competitors. I have no problem with Raila Odinga organising protests (...) It's part of democracy." 


Turning to the deadly conflict in Sudan, he said: "There are already signs of genocide. What is going on in Sudan is unacceptable. Military power is being used by both parties to destroy the country and to kill civilians. The war is senseless, the war is not legitimate in any way."


Ruto said he had a regional meeting about the situation in Sudan two weeks ago in a bid to stop the war. But he added: "The issue will not be resolved until we get General al-Burhan, General Hemedti, political leaders and civil society – women's groups and youth groups – to the table." He insisted that this was "feasible".

In the last two years, the Darfur region in western Sudan has moved from relative international obscurity to become a symbol of humanitarian crisis and mass violence. Political scientists who research genocide, ethnic conflict, civil war, humanitarianism, and African politics all have taken interest in the region, and Darfur is likely to command scholarly attention in years to come. Yet the academic literature on the region remains thin. To date, scholars have relied primarily on journalistic accounts and human rights reports, which detail the violence but, by their nature, provide only cursory historical background. During 2003, occasional reports emerged in the international media of fighting in Darfur, a huge tract of western Sudan bordering Chad. Over the next year the picture became confused, as - depending on who was doing the talking - a minor rebellion became a tribal spat, or nomads taking on farmers, or Arab-versus-African ethnic cleansing, or genocide.

An outside world that understood political violence in Sudan through the simplistic lens of the unending war between Muslim north and Christian/animist south - a war that seemed to be about to end - had to adjust. And nothing that has emerged since has made that adjustment easy. If Darfuris are Muslim, what is their quarrel with the Islamic government in Khartoum? If they and the janjaweed - "evil horsemen" - driving them from their homes are both black, how can it be Arab versus African? If the Sudanese government is making peace with the south, why would it be risking that by waging war in the west? Above all, is it genocide?

Gérard Prunier has the answers. An ethnographer and renowned Africa analyst, he turns on the evasions of Khartoum the uncompromising eye that dissected Hutu power excuses for the Rwanda genocide a decade ago. He is never an easy read. While his style is fluid, there's too much brilliant, obscure but pivotal erudition, too much confident summarising, and not enough readiness to compromise for the reader cramming in another five pages on the tube.

He isn't helped by the fact that he is usually offering an incisive user's manual for a machine most of us have never seen before. But stick with him. For he deploys his fierce logic to a powerful moral purpose. He builds an understanding of a community and a culture in all its complexity to then strip away the convenient truths and confused equivocations that guilty or disinterested politicians use to explain why nothing should be done. Read Darfur and you will be in no doubt at all that the government of Sudan, whatever it says, is responsible for what is happening there. The killings are the consequence of a logical, realist's policy, stemming from a racial/ cultural contempt. You will also wonder whether anything substantive will be done to stop them.

Prunier's Darfur is a victim of its separateness - not just from Khartoum, but from everywhere else in Sudan. Geographically, culturally and commercially it always looked west, along the Sahel, rather than east to the Nile, north to Egypt, or south to Bahr El Ghazal. Its Islamic practices fused Arab with African, unlike the more ascetic, eschatological Muslim brotherhoods prevalent along the Nile, or the animism or polytheism adhered to in the south. Above all it retained a political and cultural identity apart from the homogenising forces of what became Sudan. The Sultanate of Darfur tottered on, essentially independent, until 1916; the Ottomans never established a foothold there, the Mahdists were resisted and co-opted, while once the British brought it into the Anglo-Egyptian Sudan, they ruled through paternalistic neglect.

Even when Darfur was key to politicians in an independent Sudan - for instance, as a bedrock of support for the neo-Mahdists who ruled the country for much of its first two decades - it was ignored. Ravaged by the 1985 famine - Khartoum effectively denied it food aid - and proxy battles for Chad, it saw in the new century with a marginal economy and a government which, when it paid attention to Darfur, did so through the medium of militias encouraged to define tribal or cultural groups as the enemy.

As Prunier shows, it is the economics and the militias that lie at the heart of the atrocities in Darfur. The Sudan Liberation Army, recognising that the Naivasha power-sharing peace process between Khartoum and the SPLA/M in the south was going to leave Darfur even further behind, took up arms in 2002. All the government could do was unleash the militias in the hope that it could deal with the problem before southerners arrived in government and vetoed any repression. Now probably half of Darfur's population has been driven into camps for internally displaced persons (IDP), beyond the reach of international food aid, where malnutrition and disease are carrying them off at the rate of perhaps 8% a year. This suits Khartoum just fine. For while the international community havers about what it cannot see, Khartoum is free to pay lip service to the Naivasha peace process that will ensure regime survival, keep the Americans off its back, and allow the élite to exploit Sudan's oil.

It is this peace process that ensures the tragedy of Darfur goes on. The UN Security Council has passed powerful-sounding resolutions demanding the Sudanese government behave in Darfur. But it doesn't have the physical tools to coerce anyone. The African Union force it dispatched there is small, immobile, unsighted and with a weak mandate, and neither the US, UK nor France has the troops to send in its place. Above all, it won't apply too much pressure on Khartoum for fear of scuppering Naivasha - the deal that will end 50 years of on-and-off fighting, and bring a recalcitrant Sudan back into the embrace of the international community.

Yet Naivasha will almost certainly fail anyway. The Sudanese government probably has no intention of sticking to the Naivasha deal; it has never stuck to its deals before, choosing to obscure non-compliance with sorrowful tales of lack of control and warnings that enforcement will bring in the bogeyman. The process is driven by external actors, and so is hostage to their brief, easily distracted political attention spans. And it will bind the international community to Khartoum as tightly as vice versa - who will be coercing and who will be coerced? The international community believes it can't pull out of Naivasha in the face of Sudanese non-compliance for fear of losing oil deals, or an Islamic supporter in the war on terror, or of ushering in something worse. In reality it has saddled up a spaniel and sent it over the sticks, ignoring the sturdy point-to-pointer waiting in the wings.

Is what is happening in Darfur genocide? As Prunier points out, in the terms of the 1948 Genocide Convention ("deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part"), it is - particularly what is happening in the IDP camps. Yet in his superb book on the Rwandan genocide, Prunier argued for a different definition, namely "a coordinated attempt to destroy a racially, religiously, or politically pre-defined group in its entirety". Why quibble about definitions? After all, they're irrelevant to Darfuris - their suffering will be the same, whatever tag is used. They're a concern for the international community alone. But for them, he concludes, the "G" word really matters.

In the west, "things are not seen in their reality but in their capacity to create brand images ... 'Genocide' is big because it carries the Nazi label, which sells well." Unfortunately what is happening in Darfur doesn't look like Treblinka. So the international community finds itself fixated on a distraction - a legal genocide, that doesn't look like a genocide.

Instead it should ignore the "G" word and focus on the key issue. The Sudanese government is responsible for the deaths of perhaps more than 200,000 Darfuris as an instrument of policy. It is weak, profoundly unpopular, and hugely vulnerable. It needs the pretence of Naivasha. It can be coerced. Let's get on with it.

Since the overthrow and arrest of President Omar al-Bashir on 10 April last year, there has been a fragile cohabitation between civil society and the semi-privatised "armed forces". 

Indeed Prime Minister Abdallah Hamdok, who represents the civilian side of the set-up, told a visiting US congressional delegation in Khartoum in January that "the civil-military partnership in Sudan could serve as a model for other countries." 

The idea, far from just being a piece of triumphalist braggadocio, raises the question of what has been going on in Sudan in recent months.

A return to civil society
After 25 years of dictatorship, the Islamist regime in Khartoum had nothing more to offer than further failures and mounting corruption. The economic crash was the last straw. In 2018, the price of a kilo of lentils went up by 225 percent, rice by 169 percent, bread 300 percent, and fuel 30 percent. 

There was no cooking gas, or even running water. At the same time, the 2018 budget of Sudanese pounds (SDG) 173 bn (about $27 bn) allocated nearly SDG 24 bn to the military and security sectors, but only just over SDG 5 bn to education and less than SDG 3 bn to health.

Civil society responded to this descent into hell with a spontaneous mobilisation whose roots went back to October 2012, and which now gathered momentum. Workers' groups began setting up professional organisations.

Today there are 17 of them, federated under the umbrella Sudanese Professionals Association (SPA). This clandestine unionism operated with an organisational rigour worthy of the pre-1917 Leninists, but without any particular ideology apart from an embryonic democratism and a rejection of violence.


The slogan "Silmiyya!" (Peaceful!) was to become the rallying cry of the protestors. Political parties which had become more or less forgotten under the 30 years of military-Islamic dictatorship regained at least a little strength, brought together in the Forces for Freedom and Change (FFC).

Despite its extraordinary popularity, this democratic movement had three weak points: it was very urban in nature, it grouped essentially the Awlad al-Beled (the Arabs of the central provinces), and apart from the trade unionists of the SPA, it was very divided.

A general backed by the UAE
The situation at the beginning of 2019 was thus somewhat special. The Islamic-military regime was no longer Islamic, and the regular army had been set into competition with paramilitary forces which had become autonomous when then-President Bashir deployed them into overseas conflicts. The dispatch to Yemen of the "volunteers" of the Rapid Support Force (RSF) by their commander, Gen. Mohamed Hamdan Daglo aka Hemedti, was crucial.

After arresting Bashir, Hemedti became vice-president of the Transitional Military Council and was effectively its real boss, rather than its official president, Gen. Abdel Fatah Abderrahman Burhan. Significantly, these volunteers are better armed than Burhan's regular army. The RSF's military and technical equipment in fact come from the United Arab Emirates.

Cunning, brutal and intelligent, if little educated, Hemedti became a millionaire through the "muscular" exploitation of the gold mines in western Sudan. He was the Janjaweed militia chief in Darfur, where he committed massive violence before overthrowing President Bashir, who saw him as his protector. 

Hence the ambiguity of the situation: was this a military coup d'état, or a democratic revolution? 

The popular uprising was a mixture of jamboree, open-ended political forum and social solidarity display. Everybody was looking after children - there are lots of them - women were everywhere, and the people came to the capital from afar. The basic slogans: "Silmiya!" (Peaceful!), "Hurriya!" (Freedom!), "Thawra!" (Revolution!), "Didd al-haramiyya!" (Down with the thieves!) and "Madaniyya!" (Civilian!). 

A camp, a festival, a space for joy and celebration, the sit-in was essentially revolutionary.

But while some soldiers were fraternising with the crowd, others, especially in the provinces, were killing or injuring the supporters of change. Those who opened fire on the demonstrators were not soldiers of the regular army, the Sudan Armed Forces (SAF), which was doing its best to protect them. It was either mercenaries of the RSF who came from Darfur, or an operations unit of the National Intelligence and Security Service (NISS) - the secret services, set up by Salah Gosh.

The uprising in Darfur had already destroyed the image of a "homogenous nation" led by a radical version of Islam, and had exposed the reality of a mafia regime which had deviated into illegal commerce during its dream petrol period between 1999 and 2011.

The "deep state" created by the Islamists had established itself as the ideological - and financial - flipside of a Sudan which had become phoney. For many in Sudan, the events of 2019 were an occasion to go back over developments since independence in 1956. Everything was brought out in the popular debates: the "civil war" with the disparate South, the coups, the empty rhetoric of a democracy lived in fits and starts, Islamism as the magic solution, the colonialism of the centre over all the outlying areas.

Even Arabism did not escape criticism. In this amazing thirst for demystification, the overthrown regime seemed to embody all the mistakes of the past.

Symptoms of the nostalgic revolution
This "nostalgic revolution" has been very ill understood by the international community. There are, of course, parallels with the various "Arab springs" - the same hostility to dictatorship, the same aspiration to democracy, but with no illusions about political Islam, which aroused obvious hostility among the protestors, no doubt because of Sudan's ethnic heterogeneity.

The killer General Hemedti hails from the outlying Darfur area and he has rallied to the RSF flag many soldiers straying from the wars of the Sahel-Chadians, Nigerians, Central Africans, and even some Boko Haram deserters.

He does not harbour hostility to Islam because it is too much part of Sudanese culture to be rejected. But the Islamists who prefer the Islamist "deep state" to their Sudanese homeland have lost control of the population. That is why the attempt by the Saudis and the UAE to preserve an Islamist regime without the Muslim Brotherhood has little chance of success.

Clean up at the NISS barracks
The UAE leader, Sheikh Mohammad Bin Zayed (MBZ), realised this more swiftly than his Saudi "allies", as indeed did General Hemedti. When on 14 January semi-demobilised elements of the NISS mutinied in two of the barracks where they were cooling their heels, Hemedti's reaction was immediate: his men attacked the barracks, and fighting went on late into the night. 

The mutineers had just learned that their operations unit, which was involved in racketeering, kidnapping and illegal taxation, had been disbanded.

The NISS groups got the worst of it, and their dead were written off. But the General had to make a trip to Abu Dhabi to explain to MBZ precisely what he was up to. He may be the UAE's ally in Sudan, but he is far from being a passive tool in the region, as MBZ realised when Hemedti declined to send reinforcements to Field Marshal Khalifa Haftar in Libya, stalled outside Tripoli without being able to take the city. 

The Emiratis were reduced to recruiting "security guards" through small ads using Black Shield Security Services, a UAE front company.

Another example of the Darfur General's autonomy came on 11 January, when groups linked to the Islamist "deep state" tried to organise antigovernment demonstrations at Wad Madani, in central Sudan. Hemedti did nothing to help them, and they had to pay unemployed agricultural workers to swell their ranks.  

So was Prime Minister Abdallah Hamdok justified in portraying civil-military relations in Sudan as a model to the Americans? Half. By "military" one means Hemedti, because the regular army no longer controls the situation, either politically or militarily. When there were negotiations in Juba with the Sudan People's Liberation Movement-North (a guerrilla faction which still exists in Kordofan, in the south of Sudan), it was Hemedti who took charge of the talks and won SPLM-North agreement to a framework accord which may be ratified on 14 February.

PM accused of sluggishness
Under the power-sharing agreement signed in Khartoum on 5 July last year, there will be no elections until 2021, and those involved in the current transition will not be allowed to stand. 

PM Abdallah Hamdok is certainly doing what he can. But he is doing it at a pace which is irritatingly slow for a population which had struggled with astonishing determination until June 2019. He has only just dismissed the foreign minister, whose incompetence was a drag on Sudanese diplomacy, resurgent after 30 years of paralysis and corruption.

It remains for the World Bank to be begged for aid which the Americans continue to block on the basis of sanctions imposed earlier on the Islamist regime, and which are now obsolete.

Hemedti appears to maintain correct, but not warm, relations with the prime minister. He has talked to old political parties such as the Ummah of Sadeq al-Mahdi, and more discreetly with others. His men are involved in distributing free food and medicine. Nowadays he recruits his soldiers not just from his native Darfur, but also from among the Awlad al-Beled, the inhabitants of the country's central Nile Valley regions.

What about the people of Darfur, whose relatives he may have massacred? They are queueing up outside his offices in Khartoum. "At least he's someone we know, we know how to handle him. And it would be nice to have one of our own in the presidency, after having been colonised." 

How far will the camel trader turned militia chief go? 

People may object to his lack of education, and to his non-Sudanese origins, but that has not prevented him becoming a key player on the national and regional scenes.

He is one of the first journalists to travel freely in the region in a decade.

Sudan: Darfur tree is her newsstand

NOTE from Sudan Watch Editor: A few days ago I remembered reading a news report twelve years ago about an extraordinary young woman in Darfur who wrote news on paper and posted it on a tree in Darfur. 

I was writing news about Darfur using my laptop to post it on this blog and wanted to try reach her via a blog post but decided against it incase it caused trouble for her. In those days what she was doing was courageous and dangerous. 

Today, I searched online for the story and found that it had been published by The Los Angeles Times and the Washington Post twelve years ago, in 2007. Here below are the original articles in full.

Darfur tree is her newsstand
People walk miles to read the sharp reports that 24-year-old Awatif Ahmed Isshag pens and posts outside her home.

EL FASHER, SUDAN — For Awatif Ahmed Isshag, covering Darfur is the story of her life. Nearly a decade ago, at 14, Isshag started publishing a handwritten community newsletter about local events, arts and religion. Once a month she'd paste decorated pages to a large piece of wood and hang it from a tree outside her family's home for passersby to read.

But after western Sudan plunged into bloodshed and suffering in 2003, Isshag's publication took on a decidedly sharper edge, tackling issues such as the plight of refugees, water shortages, government inaction in the face of militia attacks, and sexual violence against women. 

Her grass-roots periodical has become the closest thing that El Fasher, capital of North Darfur state, has to a hometown newspaper. 

More than 100 people a day stop to check out her latest installments, some walking several miles from nearby displacement camps, she said.

"I feel I have a message to deliver to the community," said Isshag, now all of 24 years old. The petite reporter is an increasingly common sight around town, her notebook and pen in hand as she interviews local people for her articles. 

Last week she roamed El Fasher asking people how they felt about the International Criminal Court's recent accusations against two war-crimes suspects in Darfur.

Critics have attempted to intimidate her and force her to shut down. Instead, Isshag is expanding this month with a new printed edition, enabling her to circulate for the first time beyond the neighborhood tree. 

"She represents the only indigenous piece of journalism in Darfur," said Simon Haselock, a media consultant with Africa Union in Khartoum. "She's got energy and drive. It's exactly what they need." 

Readers say her magazine, called Al Raheel (which roughly translates as "Moving" or "Departing"), is one of the only places they can read locally produced stories about issues touching their lives.

"It's the best because this magazine shows what is really happening in Darfur," said Mohammed Ameen Slik, 30, an airline supervisor who lives nearby. Isshag complained that despite international attention, the suffering of Darfur remained vastly underreported inside Sudan. 

There are no television stations in the area, and most newspapers operate under government control or are based hundreds of miles away in Khartoum."The local media don't cover the issue of Darfur," she said. 

"We hear about it when one child dies in Iraq, but we hear nothing when 50 children die" in Darfur. 

Through articles, essays and poems, Isshag frequently blames the government for failing to protect the citizens of Darfur. A recent story titled "What's Going On in El Fasher?" compared the government's tightening security vise in the city to checkpoints in Lebanon. 

A thinly veiled poem told the story of a sultan who blithely tried to reassure his long-suffering subjects.

Isshag said government officials had so far largely dismissed her as "just a young girl." But during a recent trip to Khartoum, she received an anonymous phone call from someone who warned her to "stop writing" and "take care of your education" instead.

She shrugged off the threat. "I'm not afraid," she said. "Journalism is a profession of risk. I'm not doing something wrong. I'm doing something right." 

Her passion for giving voice to the region's victims stems in part from her own family's losses. A cousin walked for three days to escape attacks by Arab militias, known as janjaweed, after her village was burned down. 

Her grandfather died in a displacement camp near Nyala, the capital of South Darfur state. About a dozen other relatives still live in the camp, unable for security reasons to return home.

Darfur's crisis began in 2003 after rebels attacked government forces. Government officials are accused of responding by hiring the janjaweed to attack Darfur villages and terrorize civilians. The government denies supporting the militias. More than 200,000 have died in the conflict, and 2 million more have been displaced. 

An advocate for women's education, Isshag credits her parents for allowing her to avoid being tied down by housework and pursue her interest in writing. But she occasionally uses her columns to lecture other women on pet peeves. 

A recent "For Women Only" article lambasted those who took off their shoes on the bus. "It's wrong," she said with a laugh.

Isshag hopes to complete a master's degree in economics at the University of Khartoum and one day to lead a development company, building schools and houses in her long-marginalized homeland. 

But for now she's focused on improving the magazine.

After a local Khartoum-based newspaper profiled her, Isshag received a new computer and printer as a gift from a well-wisher in Qatar. She's also looking into launching a website.

She said she would never charge readers for the paper or turn it into a business. "I don't care about the money," she said. "I would fast to get the story."

EL FASHER, SUDAN — In this dusty market town in northern Darfur, a lucky few with satellite dishes can get news of the war surrounding them from CNN or the BBC. Others rely on a tree.

For the past 10 years, Awatif Ahmed Isshag has handwritten monthly dispatches and commentary about life in El Fasher and hung them on a short, wiry tree that scatters shade along the yellow-sand lane by her house.

For the past four years, the dispatches have included items about the conflict in Darfur that appear to represent the only independent local reporting about the fighting in a region where most media hew to the official government line.

Advice and satire

Along with advice on how to be a lady, Isshag, a slight 24-year-old with an undergraduate degree in economics, has satirized the local governor and described the suffering of displaced families and gun battles in the markets of El Fasher.

Working in her new office — a cement-floored, cracked-walled space in a building with faulty wiring — Isshag dismissed the notion that she was doing anything unusual.

"Journalism is a profession of risk," she said matter-of-factly, her voice echoing slightly in the nearly empty room. She also said, "I will fast to get the story."

She estimated that 100 people a day stop to read the newspaper on the tree as they make their way through the neighborhood of dried-mud walls and painted steel doors. She refers to it casually as "the world paper."

Officially, it is called "Al Raheel," which means something close to "moving," a phrase that gently describes the 2.5 million people displaced in Darfur since 2003, when rebels took up arms against a central government they accused of hoarding power and wealth.

In response, the government armed nomadic tribesmen and launched a campaign of systematic violence. Experts estimate that as many as 450,000 people have died as a result of the fighting, though the government disputes that.

Straining resources

Around El Fasher, a bustling town of one-story brick buildings and tiny, blue Korean taxis, things are relatively calm, if difficult. The war has driven up rents and the price of nearly everything else. Basic resources such as water are under strain as the town continues to absorb refugees.
Isshag, who is pursuing a master's degree in economics, said she would like to start her own company to help develop El Fasher, the capital of North Darfur state.

For now, though, she is consumed with Al Raheel. In the next week or so, she plans to launch a printed newspaper that she will distribute around town for free.

Isshag's sister originally started the newspaper on the tree, writing articles about El Fasher but with an emphasis on women's rights. When her sister died in 1998, Isshag took over. She was 15.

Radio experience

She had some experience working on a student radio program for children, for which she would interview people around town. "From the beginning, I liked journalism," she said.

Isshag's father, a policeman, is supportive. Her mother relieves her daughter of chores so she can write the paper.

During a trip in January to Khartoum, Sudan's capital, Isshag received a harassing phone call that she believes came from someone in the government.

"He said to stop writing and to take care of your studies," she said, adding that the call hardly had its intended effect. "I'm not doing something wrong that I should be afraid. I'm doing something right."
