Sudan: UN Security Council closed consultations may discuss measures to support protection of civilians

TOMORROW'S UN Security Council briefing and consultations "may provide a good opportunity for Council members to examine and have a frank discussion about potential measures that could be implemented to support PoC [protection of civilians] as well as assess existing strategies

In a communiqué adopted following a 9 October meeting, AU Peace and Security Council (AUPSC) members requested the AU Commission (the organisation’s secretariat) to reopen the AU liaison office in Port Sudan in order to facilitate the AU’s engagement with stakeholders in Sudan at all levels and to provide technical support to Sudan.

Amidst mounting protection concerns, several human rights organisations and Sudanese civil society actors have advocated for robust measures, including the deployment of protection forces in Sudan. The Independent International Fact-Finding Mission for Sudan, established by the Human Rights Council (HRC) in October 2023, recommended in its 6 September report the deployment of an independent and impartial force with a PoC mandate in Sudan.

On 18 October, the Secretary-General submitted his report (S/2024/759) pursuant to resolution 2736 of 13 June, which requested him to make recommendations for the protection of civilians (PoC) in Sudan. 

In a 25 October joint statement, officials from the Office of the UN High Commissioner for Refugees (UNHCR) and UNICEF called for intensifying the international response to match the scale of rising needs in Sudan. The reality on the ground, they said, “remains fraught with logistical and administrative barriers”, which have hindered the UN’s ability to provide aid and protection to vulnerable communities as well as effectively monitor the delivery of aid. They called for simplifying and expediting approval procedures for aid shipments and personnel, including facilitating cross-line access. The officials also called for re-establishing the UN offices in Zalingei, Central Darfur, and Kadugli, South Kordofan."

Sudan: Briefing and Consultations


Tomorrow morning (28 October), the Security Council will hold an open briefing, followed by closed consultations, on Sudan. The meeting is being held pursuant to resolution 2715 of 1 December 2023, which requested the Secretary-General to provide a briefing every 120 days on the “UN’s efforts to support Sudan on its path towards peace and stability”. UN Secretary-General António Guterres and a civil society representative are expected to brief in the open chamber. Director of the Operations and Advocacy Division at the Office for the Coordination of Humanitarian Affairs (OCHA) Edem Wosornu and Personal Envoy of the Secretary-General for Sudan Ramtane Lamamra will brief in the consultations.


Eighteen months into the conflict, hostilities continue unabated as the warring parties engage in a protracted war of attrition. Over the past several weeks, fighting intensified across multiple front lines as the rainy season subsided. In September, there was a severe escalation in El Fasher—the capital of North Darfur state, which has been under siege by the Rapid Support Forces (RSF) since May—after the RSF launched a coordinated attack on the city, followed by intensive shelling and airstrikes from both sides, resulting in civilian casualties. On 26 September, the Sudanese Armed Forces (SAF) launched an offensive in Khartoum and surrounding areas in a bid to besiege areas under RSF control, making significant advances in the ensuing days. In addition, the SAF-aligned Darfur Joint Forces (a coalition of armed movements from Darfur) engaged in fighting with the RSF on several front lines in North and West Darfur states. In the past few weeks, the SAF has reportedly been able to make strategic advances in Sennar and Al Jazira states. Media reports indicate that, on 24 October, the RSF launched a retaliatory attack on villages in East Al Jazira, following the defection to the SAF of Abu Aqla Kikal, a prominent RSF commander. While some sources report that the attack killed about 50 people, others suggest that the death toll could be much higher. Tomorrow, Guterres and several Council members are expected to condemn the ongoing violence across the country and stress the need for an immediate cessation of hostilities. Guterres is likely to highlight that the conflict has resulted in a catastrophic humanitarian crisis in Sudan and has had destabilising effects on the region. On 18 October, the Secretary-General submitted his report (S/2024/759) pursuant to resolution 2736 of 13 June, which requested him to make recommendations for the protection of civilians (PoC) in Sudan. The report describes an alarming intensification of intercommunal and identity-based violence and highlights a significant increase in human rights violations and abuses in areas under the control of both warring parties. It outlines the widespread damage and destruction of civilian infrastructure, indiscriminate attacks carried out by the warring parties in residential neighbourhoods and sites sheltering internally displaced persons (IDPs), and the use of explosive weapons with wide-area effects. At tomorrow’s meeting, Guterres and several Council members are likely to emphasise the crucial need to protect civilians and civilian infrastructure, including healthcare facilities and medical and humanitarian personnel.


Guterres is likely to focus on the recommendations outlined in his report under three broad headings: intensifying diplomacy towards ending the fighting, changing the behaviour of the warring parties, and supporting broader protection measures. The report highlights an urgent need for a renewed diplomatic push, including through the “personal involvement” of some heads of state, to ensure that the warring parties uphold their legal obligations. It calls on the warring parties and relevant stakeholders to pursue scalable, locally negotiated ceasefires and other measures to reduce violence, protect civilians, and prevent the spread of conflict. It strongly recommends that the warring parties establish a robust and transparent compliance mechanism, as a critical step to ensure implementation of the “Declaration of Commitment to Protect the Civilians of Sudan”, which was signed by both sides in Jeddah on 11 May 2023. The report calls for an immediate cessation of the direct or indirect flow of weapons and ammunitions into Sudan, which continue to fuel the conflict. Highlighting the need to monitor violations of international humanitarian law and human rights abuses, the report underlines the importance of supporting and cooperating with regional and international independent investigation bodies. It further calls on the international community to provide technical and financial support to Sudanese civil society organisations and community-based initiatives.


Amidst mounting protection concerns, several human rights organisations and Sudanese civil society actors have advocated for robust measures, including the deployment of protection forces in Sudan. Some Council members are apparently exploring options for a possible deployment of an African Union (AU)-led mission and how the mission could be supported in the context of resolution 2719 of 21 December 2023 on the financing of AU-led peace support operations (AUPSOs). The Secretary-General’s report acknowledges these calls but notes that “at present, the conditions do not exist for the successful deployment of a UN force to protect civilians” in Sudan. However, it expresses the UN Secretariat’s readiness to engage with the Council and relevant stakeholders on “operational modalities”, including localised efforts feasible under the current conditions that can contribute to effectively reducing violence and protecting civilians.


Lamamra is expected to provide an update on the ongoing regional and international initiatives aimed at resolving the crisis, his engagement with key regional and international interlocutors, and his efforts to coordinate different peace initiatives. With the mediation efforts, not having achieved any breakthrough as yet, members might be interested in hearing Lamamra’s assessment of potential next steps, including strategies for enhancing cooperation among stakeholders and addressing the underlying issues hindering the peace process. Tomorrow’s closed consultations may provide a good opportunity for Council members to examine and have a frank discussion about potential measures that could be implemented to support PoC as well as assess existing strategies.


On 3 October, AU Peace and Security Council (AUPSC) members undertook a field mission to Port Sudan to engage with senior officials from the Sudanese authorities and other key stakeholders. In a communiqué adopted following a 9 October meeting, AUPSC members requested the AU Commission (the organisation’s secretariat) to reopen the AU liaison office in Port Sudan in order to facilitate the AU’s engagement with stakeholders in Sudan at all levels and to provide technical support to Sudan.


Wosornu is likely to highlight the spiralling humanitarian situation in the country, especially food insecurity, and describe efforts by the UN and its partners to deliver aid across Sudan. She and several Council members are likely to reiterate the critical need to ensure full, rapid, and sustained humanitarian access through all modalities and criticise impediments to such access. They may also call on the Sudanese authorities to extend the authorisation for the use of the Adre crossing at the Chad-Sudan border for humanitarian operations, which was initially authorised on 15 August for a three-month period.

They called for simplifying and expediting approval procedures for aid shipments and personnel, including facilitating cross-line access. The officials also called for re-establishing the UN offices in Zalingei, Central Darfur, and Kadugli, South Kordofan.


Earlier this month, during negotiations on a draft press statement proposed by the UK (the penholder on Sudan), Russia apparently requested the removal of the phrase “administrative or other impediments”, arguing that it suggests that Port Sudan authorities are creating artificial barriers for aid delivery and distribution. Some members, such as France, however, contended that several obstacles remain to the delivery of aid. Continuing disagreements among members led the penholder to withdraw the draft text after four revised drafts. Sudan: UNSC Vote on a Draft Resolution (Preamble)

Sudan: Vote on a Draft Resolution

This afternoon (8 March), the Security Council is expected to vote on a draft resolution calling for an immediate cessation of hostilities in Sudan during the Muslim holy month of Ramadan, which starts on 10 March. The draft text was proposed by the UK, the penholder on Sudan. Following the vote on this draft resolution, the Council will vote on a draft resolution extending the mandate of the Panel of Experts assisting the 1591 Sudan Sanctions Committee.


The UK circulated a one-page zero draft to Council members on Monday (4 March), inviting comments on the text until the next day (5 March). The penholder subsequently circulated a revised draft text on Wednesday (6 March) and put it under silence procedure until yesterday (7 March). Russia broke silence, after which some members submitted additional comments. Russia apparently expressed reservations about the need for a Council resolution and proposed a draft presidential statement as an alternative. The penholder subsequently amended the draft resolution, taking into account additional comments and incorporating some elements from Russia’s proposed presidential statement, and put the revised draft text directly into blue yesterday evening.


The draft resolution in blue calls for an immediate cessation of hostilities during the month of Ramadan and for all warring parties to seek a sustainable resolution to the conflict through dialogue. It also calls on all parties to ensure the removal of any obstructions to the delivery of aid and to enable full, rapid, safe, and unhindered humanitarian access, including cross-border and cross-line, and to comply with their obligations under international humanitarian law and the “Declaration of Commitment to Protect the Civilians of Sudan”, which was signed by the warring parties in Jeddah on 11 May 2023 with the facilitation of Saudi Arabia and the US.


Over the last 11 months, Sudan has been grappling with the devastating political, security, and humanitarian consequences of fighting that erupted on 15 April 2023 between the Sudanese Armed Forces (SAF), headed by General Abdel Fattah al-Burhan, Sudan’s military leader and chairperson of the Transitional Sovereignty Council, and the Rapid Support Forces (RSF), a paramilitary group led by General Mohamed Hamdan Dagalo (known as Hemeti). 


As at 16 February, more than 14,600 people had reportedly been killed since the onset of the conflict, according to the Armed Conflict Location and Event Data Project (ACLED), a non-governmental organisation (NGO) that collects conflict-related data. 


OCHA’s 23 February Humanitarian Update noted that approximately 8.1 million people have been displaced since the start of the conflict, of whom 1.8 million have fled to neighbouring countries, including the Central African Republic (CAR), Chad, Egypt, Ethiopia, Libya, and South Sudan. 


In addition, according to the World Food Programme, nearly 18 million people are facing acute food insecurity in Sudan, including almost five million at emergency hunger levels. The fighting has continued unabated despite several calls for a ceasefire from regional stakeholders and the broader international community. In his remarks during a Security Council meeting on the situation in Sudan held yesterday, Secretary-General António Guterres cautioned that the Sudanese conflict “could ignite regional instability of dramatic proportions, from the Sahel to the Horn of Africa and the Red Sea”. 


He added that there have been renewed offensives in several states, including Khartoum and Al Jazirah, and that the hostilities could expand further east. Guterres expressed alarm about calls for arming civilians and popular mobilisation activities in various states and took note of the involvement of other armed groups, primarily in Darfur and South Kordofan states. All these developments “are pouring fuel on the fire for an even more serious fragmentation of the country, a deepening of intra- and inter-communal tensions, and more ethnic violence”, Guterres said.


In light of the upcoming occasion of Ramadan, Guterres called on the warring parties to observe a cessation of hostilities, a call which most Council members supported in their statements at yesterday’s meeting. Algeria, speaking on behalf of the members of the “A3 plus one” grouping (Algeria, Mozambique, Sierra Leone, and Guyana), called on the warring parties to declare an immediate ceasefire, to put aside their differences, and to use the opportunity of Ramadan to exercise restraint for ensuring a durable peace in Sudan.


Leaders of several regional and intergovernmental organisations have also called on the Sudanese warring parties to observe a ceasefire during Ramadan. In a 6 March statement, League of Arab States (LAS) Secretary-General Ahmed Aboul Gheit urged all the parties to pursue efforts towards peace and dialogue.


He expressed the LAS’ commitment to support efforts to restore peace and stability in Sudan. In a communiqué released earlier today, African Union (AU) Commission Chairperson Moussa Faki Mahamat called on the warring parties to observe a ceasefire across Sudan during Ramadan, saying that this could help facilitate the delivery of humanitarian aid to civilians in need.


In his statement during yesterday’s Council meeting, Sudan’s Permanent Representative to the UN, Ambassador Al-Harith Idriss al-Harith Mohamed, conveyed al-Burhan’s message commending Guterres’ appeal for a cessation of hostilities during Ramadan. However, while expressing scepticism about the implementation of a cessation of hostilities in light of continuing attacks by the RSF, he said that “[a]ll those who would like to see that appeal transformed into action are welcome if they would like to present a mechanism for implementation”.


While Council members share concerns about the devastating effects of the ongoing conflict in Sudan, they have diverging views on the tools that the Council should use to address the situation. 


Throughout the negotiations, some members, including China and Russia, apparently pushed back against the need for a Council resolution and instead suggested adopting a presidential statement or a press statement, products which require consensus among Council members. It seems that these members argued for the need to have Council consensus on this subject and to respect the views of the concerned country. 


Commenting on the UK’s proposed draft resolution, China said in its remarks at yesterday’s Council meeting that “the Council’s actions should be conducive to diplomacy and avoid exacerbating tensions”. Despite these objections, the UK decided to continue negotiating the resolution and to put it to a vote today.


The draft resolution in blue encourages Personal Envoy of the Secretary-General for Sudan Ramtane Lamamra “to use his good offices with the parties and the neighbouring States, complementing and coordinating regional peace efforts”. Lamamra assumed his role in November 2023 and has since been conducting diplomatic efforts, including through engagement with both warring parties and relevant stakeholders. 


Following yesterday’s open session on Sudan, Lamamra briefed Council members in closed consultations on his efforts towards resolving the crisis. (For more information, see our 6 March What’s in Blue story.)

The penholder made some additions and amendments to the preambular section of the draft resolution to accommodate comments from some Council members. Among other things, the draft resolution in blue, in its preambular paragraphs:

  • expresses grave concern over the spreading violence and the deteriorating humanitarian situation, including crisis levels or worse of acute food insecurity, particularly in Darfur;
  • takes note of the need for unhindered cross-border and cross-line humanitarian assistance into Darfur and encourages the parties to the conflict to continue working in close partnership with OCHA and international NGOs to ensure the delivery of life-saving humanitarian assistance;
  • expresses concern at ongoing reports of violations of international humanitarian law and violations and abuses of human rights law, including cases of sexual violence in conflict;
  • urges continuation and strengthened coordination of regional and international efforts to facilitate an end to the conflict and to restore a lasting inclusive civilian-led democratic transition; and
  • welcomes the appointment of an AU High-Level Panel for Sudan and the AU’s commitment to working with the people of Sudan to end the fighting and to put in place a process towards achieving a lasting and inclusive peace, democracy, and justice in Sudan.

Conflict in Ar Reif Ash Shargi, South Kordofan

On 5 March 2024, approximately 446 households were displaced from Abu Saififa, Karkaria, Al Bukas, and Karam villages of Ar Reif Ash Shargi locality, South Kordofan in the wake of the reported attacks by the Sudanese People’s Liberation Movement - North (Al-Hilu wing) in the affected villages. 

Affected households were displaced to El Koaik village, Ar Reif Ash Shargi locality. As a result of the violence, an estimated five individuals were killed, and 18 others were injured. The situation remains tense and unpredictable.

DTM will continue to monitor the developments closely and will provide further information on displacement and population mobility across Sudan, on a weekly basis. The latest DTM Sudan report is available here

Sudan: The state has collapsed. WFP calls for urgent, safe access to feed millions in Sudan as fighting rages

NOTE from Sudan Watch Editor: Today (Sat 2 Mar) I saw the below copied report by WFP 2 Feb 2024 shared at a website. After verifying some information with a few Sudan watchers, I posted the following comment:

"This article is a month old and the situation is worse with telecoms internet network outages continuing in Khartoum, Gezira, White Nile, South Kordofan and all 5 Darfur states. 


People have a problem obtaining money due to suspension of banking applications and many are unable to travel long distances to get money. 


The network outages are also compounded by the longstanding ability of international agencies to gain access to neither RSF nor SAF controlled areas. The situation is desperate and further aggravates the war’s direct toll on lives and livelihoods. 


There is a massive scale of suffering and inability of communal kitchens, emergency resistance committees or ordinary Sudanese people to provide food, medicines and essential services to people trapped in those locations. 


Khartoum is in blackout for 27th day. Who knows what's going on in the blackouts? The silence from Khartoum is deafening.  


Although the UN and all mediators are fully aware, those concerned can see no action to at least the network outages and other life-saving services. 


Who helps and protects the people in those locations? What about the elderly, infirm, sick needing healthcare, what will become of them? Has the state collapsed?"

WFP calls for urgent, safe access to feed millions in Sudan as fighting rages across the country

PORT SUDAN – The United Nations World Food Programme (WFP) urgently calls on Sudan’s warring parties to provide immediate guarantees for the safe and unimpeded delivery of humanitarian food assistance to conflict-hit parts of Sudan, especially across conflict lines where hungry displaced civilians are trapped and cut-off from life-saving humanitarian assistance.


The situation in Sudan is dire. Despite WFP's efforts to provide food assistance to millions of people across the country since the war broke out, almost 18 million individuals across the country are currently facing acute hunger (IPC3+).


WFP has repeatedly warned of a looming hunger catastrophe in Sudan and people must be able to access aid immediately to prevent a crisis from becoming a catastrophe. Shockingly, the number of hungry has more than doubled from a year ago, and an estimated five million people are experiencing emergency levels of hunger (IPC phase 4) due to conflict in areas such as Khartoum, Darfur, and Kordofan.


WFP is the logistics backbone of the humanitarian response in Sudan and has ramped up lifesaving assistance in response to the deepening crisis, assisting over 6.5 million people since the war broke out. To reach families in Darfur, WFP established a cross-border route from Chad, through which over 1 million people have received food assistance. Other agencies have also used the route to deliver other much needed support. 


However, WFP is currently only able to regularly deliver food assistance to 1 in 10 people facing emergency levels of hunger (IPC phase 4) in Sudan. These people are trapped in conflict hotspots, including Khartoum, Darfur, Kordofan, and now Gezira, and for assistance to reach them humanitarian convoys must be allowed to cross the frontlines. Yet it is becoming nearly impossible for aid agencies to cross due to security threats, enforced roadblocks, and demands for fees and taxation.


“The situation in Sudan today is nothing short of catastrophic. Millions of people are impacted by the conflict. WFP has food in Sudan, but lack of humanitarian access and other unnecessary hurdles are slowing operations and preventing us from getting vital aid to the people who most urgently need our support,” said Eddie Rowe, WFP Sudan Representative and Country Director in Sudan. 


A vital humanitarian hub in Gezira state – which previously supported over 800,000 people a month - was engulfed by fighting in December and a key WFP warehouse looted. WFP is trying to obtain security guarantees to resume operations in the area to reach vulnerable families who are now trapped and in urgent need of food assistance.  


Over half a million people fled Gezira in December. For many it was the second or third time they have been displaced in this conflict, which has sparked the world's largest displacement crisis. But just 40,000 of the newly displaced have so far received WFP assistance because 70 trucks - carrying enough food to feed half a million people for one month – were stuck in Port Sudan for over two weeks in January waiting for clearances, which were only secured last week. Now, distributions are ongoing in Kassala, Gedaref and Blue Nile states.


Another 31 WFP trucks, which should have been making regular aid deliveries to the Kordofans, Kosti and Wad Madani, have been parked empty and have been unable to leave El Obeid for over three months. 

“Every single one our trucks need to be on the road each and every day delivering food to the Sudanese people, who are traumatised and overwhelmed after over nine months of horrifying conflict. Yet life-saving assistance is not reaching those who need it the most, and we are already receiving reports of people dying of starvation,” said Rowe. 


“Both parties to this gruesome conflict must look beyond the battlefield and allow aid organisations operate. For that, we need the uninhibited freedom of movement, including across conflict lines, to help people who so desperately need it right now, regardless of where they are,” he warned

UN experts: Sudan’s paramilitary forces carried out ethnic killings and rapes that may be war crimes - Darfur is experiencing “its worst violence since 2005”

Malnutrition and disease are rife at the ‘overwhelmed’ Zamzam camp, a host to 300,000 internally displaced people, one of hundreds in Sudan, where war has displaced nearly 8 million people. The scale is simply terrifying. Zamzam is just one camp. There are hundreds of others in Sudan.
