Campaigns by civilians and SAF to designate Sudan’s RSF janjaweed militia as a terrorist organisation

NOTE from Sudan Watch Editor: Today, I signed the below mentioned petition calling for Sudan's Rapid Support Forces (RSF) to be designated a terrorist organisation. I signed it hoping to help eradicate poverty, extreme poverty and suffering in Sudan, South Sudan and neighbouring countries. 

In Sudan, the RSF are trapping civilians in villages in RSF controlled areas by surrounding them and cutting off access to food and medicines, forcing them to drink water from the Nile, using them as human shields to protect themselves and deter bombings by the Sudanese Armed Forces (SAF).

It must be noted that the SAF are responsible for many atrocities since the start of the Darfur rebellion in 2003. SAF chief Gen. Burhan’s dereliction of duty caused 120 peaceful protestors to be slain on the streets of Khartoum. 

*The "killing of at least 120 pro-democracy protesters in 2019 were a flashpoint between activists and the military. Sudanese pro-democracy protesters demanded the Transitional Military Council hand over power to civilians, but they were attacked by the military on June 3, 2019.

The killings, carried out by military forces in an effort to disperse a sit-in calling for civilian rule and democracy, marked a pivotal moment for Sudan after the April 2019 overthrow of former President Omar al-Bashir.”

Recently, there have been several social media campaigns and online petitions that call for the RSF’s designation. Individuals who are participating in these campaigns are sharing examples of incidents that expose how the RSF Janjaweed militia is attacking and harassing them. All of these grassroots initiatives demonstrate the public support for a terrorist designation of the militia”. 

Such a move will send a strong signal that the world rejects it and that the RSF can’t be part of Sudan’s political future. Moreover, it will have a practical impact on limiting the arms supply and funding from countries that back the militia, such as the UAE, which will be legally obliged to abstain from this destructive role.

POSTSCRIPT from Sudan Watch Editor

Here is a comment by Musaab Yousif posted at above article 25 days ago. It tells a story almost identical to the one I've heard from someone in Sudan with family trapped inside a village surrounded by RSF and cut off from essential supplies and medicines, drinking polluted water from the Nile.

"The people of Hilaliya village in aljazeera state more than 3000 civilians including womens, children's, elders and peoples with chronic sickness are being held in three mosques a few meters away from their homes by RSF militia and are completely forbidden from reaching them. They are being ravaged by cholera, watery diarrhea, hunger and thirst... no medicine or food in a complete war crime by the RSF militia, in addition to the crimes of murder, looting and other violations committed by the militia against defenseless civilians to any one trying to get out .

🔴 The Federal Ministry of Health reported a rise in HIV/AIDS cases in Sudan, with 48,000 infections recorded. Of these, 19,549 individuals are aware of their condition, but only 8,607 are receiving treatment. The disease has caused 2,300 deaths. Minister Dr. Haitham Mohamed Ibrahim warned that the numbers could increase further due to violations by the RSF, including sexual assaults.

ICC prosecutor eyes arrest warrants over Darfur

THE HAGUE: The International Criminal Court prosecutor said Monday (Aug 3) that he hopes to seek arrest warrants soon for some of those responsible for the "nightmare" experienced by the population of Darfur, a region of Sudan ravaged by war.

Presenting his half-yearly report to the UN Security Council, Karim Khan deplored a "further deterioration" of the situation and described "a terrible six months for the people of Darfur".

"Terror has become a common currency" endured by civilians, he said, citing "many credible reports of rapes, crimes against and affecting children, persecution on a mass scale inflicted against the most vulnerable".

Since April 2023, the war, which pits the RSF, led by former deputy commander Mohamed Hamdan Daglo, against the army headed by General Abdel Fattah al-Burhan, has killed tens of thousands of people.

The United Nations says Sudan faces the world's largest internal displacement crisis, with more than 10 million forced to flee internally or abroad.

The ICC last year opened a new investigation for war crimes in the region, and Khan said it has made "significant progress".

"I hope by my next report, I will be able to announce applications for warrants of arrest regarding some of those individuals that are the most responsible," he said.

But he warned of a lack of international concern, saying the world is so "preoccupied with other epicentres of conflict, hot wars, in other parts of the world, that we've lost sight of the plight of the people of Darfur".

He added that a "climate of impunity that we see very tangibly on the ground in El-Genina, and increasingly in El-Fasher, is driven by a deep belief that all human life doesn't matter and that we're not watching".

In El-Geneina, the capital of West Darfur, the United Nations estimates that between 10,000 and 15,000 lives have been lost.

Fighting in El-Fasher, the last city in Darfur outside the paramilitary Rapid Support Forces' control, has killed hundreds.

The conflict has ravaged Sudan's infrastructure, put more than three-quarters of health facilities out of service and sparked warnings of famine.

The United States is imploring all countries supplying weapons to Sudan’s warring parties to halt arms sales, warning that history in the vast western Darfur region where there was a genocide 20 years ago “is repeating itself.”

The United States on Monday implored all countries supplying weapons to Sudan’s warring parties to halt arms sales, warning that history in the vast western Darfur region where there was a genocide 20 years ago “is repeating itself.”

U.S. Ambassador Linda Thomas-Greenfield told reporters after an emergency closed meeting of the U.N. Security Council that El Fasher, the only capital in Darfur not held by paramilitary forces, is “on the precipice of a large-scale massacre.”

She urged all countries to raise the threat that “a crisis of epic proportions is brewing." Britain’s deputy ambassador James Kariuki echoed her appeal saying: “The last thing Sudan needs is a further escalation on top of this conflict that’s been going on for a whole year.”

Thomas-Greenfield said there are “credible reports” that the paramilitary Rapid Support Forces and their allied militias have razed many villages west of El Fasher and are planning “an imminent attack on El Fasher.”

“An attack on El Fasher would be a disaster on top of a disaster,” Thomas-Greenfield warned, saying it would put the two million people who live in El Fasher and 500,000 Sudanese who have sought refuge there at risk.

Thomas-Greenfield urged the paramilitary forces, known as the RSF, to end their siege of El Fasher “and swear off any attack on the city.”

She urged the RSF and rival government forces to take urgent steps to de-escalate the violence and engage in direct negotiations, protect civilians and enable humanitarian access, especially to the 5 million Sudanese “on the brink of famine” and 10 million others in desperate need of aid.

Sudan plunged into chaos in mid-April 2023, when long-simmering tensions between its military, led by Gen. Abdel Fattah Burhan, and the RSF paramilitary commanded by Mohammed Hamdan Dagalo broke out into street battles in the capital, Khartoum. Fighting has spread to other parts of the country, especially urban areas and the Darfur region.

U.N. political chief Rosemary DiCarlo told the council on April 19 the year-long war has been fueled by weapons from foreign supporters who continue to flout U.N. sanctions aimed at helping end the conflict. “This is illegal, it is immoral, and it must stop,” she said.

She didn’t name any of the foreign supporters.

But Burhan, who led a military takeover of Sudan in 2021, is a close ally of neighboring Egypt and its president, former army chief Abdel-Fattah el-Sissi. In February, Sudan’s foreign minister held talks in Tehran with his Iranian counterpart amid unconfirmed reports of drone purchases for government forces.

Dagalo, the leader of the RSF, has reportedly received support from Russia’s Wagner mercenary group. U.N. experts said in a recent report that the RSF has also received support from Arab allied communities and new military supply lines running through Chad, Libya and South Sudan.

Thomas-Greenfield said Monday that all regional powers must stop providing weapons to the warring parties as the U.N. arms embargo demands, and told reporters the United States will continue pressuring them.

In response to a question, she said one of the countries the United States has engaged with is the United Arab Emirates, which has repeatedly denied providing any weapons to Sudan.

The U.N.’s DiCarlo painted a dire picture of the war’s impact — over 14,000 dead, tens of thousands wounded, looming famine with 25 million people in need of life-saving assistance, and over 8.6 million forced to flee their homes.

During the war, the Arab-dominated RSF have carried out brutal attacks in Darfur on ethnic African civilians, especially the ethnic Masalit, and have taken control of most of the vast region – with El Fasher its newest target.
