Sudan: Chief of Arab Rizeigat Mahameed clan to mediate between warring tribes in South Darfur

Musa Hilal to mediate between warring tribes in South Darfur

Mahameed clan chief and former Janjaweed leader Musa Hilal yesterday announced a reconciliation initiative between the Beni Halba and Salamat tribes that have been fighting each other for nearly two months.


In early August, clashes broke out between Beni Halba and Salamat tribesmen in South Darfur’s Kubum. Several efforts to reconcile the cattle herders failed so far.


Both tribes are ‘Arab’ cattle herders. The stronghold (dar) of the Beni Halba lies in Ed El Fursan. The Salamat settled in Um Dukhun more than two decades ago.


Musa Hilal, chief of the Arab Rizeigat Mahameed clan, former janjaweed leader, and head of the Revolutionary Awakening Council (RAC), yesterday announced a reconciliation initiative to put an end to the fighting that has left hundreds of tribesmen dead.


RAC spokesperson Ahmed Abakar told Radio Dabanga that “Sheikh Musa Hilal will lead the initiative as head of the council and native administration* leader, along with other native administration notables and community figures from Darfur and some other states of Sudan”.


He said that “the root causes of the clashes need to be defined and addressed, to stop them forever”.


The spokesperson added that the war “now taking place in Khartoum and some states is political, not tribal,” and called on the Sudanese “to not take it as an entry point for hate speech, tribalism, racism, and social segregation”.


* The Native Administration was instituted by British colonial authorities seeking a pragmatic system of governance that allowed for effective control with limited investment and oversight by the state. The state-appointed tribal leaders were also responsible for executing policies, collecting taxes, and mobilising labour on behalf of the central government. According to the Darfur Bar Association (DBA), the Native Administration during the 30-year rule of dictator Omar Al Bashir did not represent the real community leaders.

Fighting in El Shajara area of western Khartoum continued for the second day yesterday, following an attack on El Shajara Armoured Corps by the Rapid Support Forces (RSF). The Darfur Bar Association reported instances of child soldiers fighting for both parties of the conflict in El Shajara.

The Darfur Bar Association (DBA) expressed grave concerns about the presence of children among army fighters in battles, some of whom were seen wearing RSF uniforms during military operations in El Shajara area. The Sudan War Monitor published a video in which a group of boys are shown operating a combat vehicle in the area. 


According to a source of prominent Sudan researcher and analyst Eric Reeves, “an ugly reality has started to emerge. Among the dead, there were many children killed fighting with the RSF,” most of whom are reportedly from neighbourhoods in Khartoum mainly inhabited by populations from marginalised regions of Sudan, including Darfur and Blue Nile region. 


The RSF used “money” and “false promises” to recruit the children, some of whom are as young as 14, according to the source. 


In a statement released yesterday, the DBA underscored that “international humanitarian law and various international treaties and norms prohibit the recruitment of children under the age of fifteen” into combat. 


It is considered a war crime in both international and non-international conflicts, as outlined in the International Criminal Court statute. The International Labour Organisation Convention and The Convention on the Rights of the Child also forbid children’s participation in military conflicts. 


Lawyer Nafisa Hajar, who witnessed children present at SAF and RSF posts, deemed it a blatant violation of conventions and an infringement on children’s rights. She believes “involving children in conflict zones is unacceptable, and will lead to psychological issues.” She urged the international community and the Security Council to address child recruitment as a war crime.

16 civilians killed in clashes between Sudan's warring parties in South Darfur State: lawyers group


KHARTOUM, July 22 (Xinhua) -- At least 16 civilians were killed in exchanged bombardment between the Sudanese army and the paramilitary Rapid Support Forces (RSF) in Nyala, the capital of Sudan's South Darfur State on Friday, the Darfur Bar Association announced on Saturday.


The professional lawyers' organization said in a statement that "16 citizens were killed in Nyala, South Darfur, due to the fall of projectiles on citizens' homes during exchanged artillery bombardment between the army and the RSF on Friday."


"The battles in Nyala are taking place on the heads of citizens amid random shootings on streets and houses as well as killings with sniper bullets," according to the statement.


Nyala has been witnessing armed confrontations between the Sudanese army and the RSF over the past three days, the association said, adding that a number of the city's neighborhoods, including Al-Wohda and Karari, south of Nyala, were affected by the fighting on Friday.


The association called on the warring parties to immediately stop the war and avoid targeting the civilians.


Sudan has been witnessing deadly clashes between the Sudanese army and the RSF in Khartoum and other areas since April 15, resulting in over 3,000 deaths and more than 6,000 injuries, according to figures released by the Sudanese Health Ministry.


More than 3 million people have been forced into displacement, inside and outside Sudan, since the conflict broke out in the country, according to UN estimates.

The BBC has seen evidence supporting claims of bodies left lying out in the open after serious violence in the Darfur region of Sudan between the Rapid Support Forces (RSF) and the Sudanese army. In Darfur, some Arab militia groups have supported the RSF.


We have verified two videos from one location in the city of El Geneina posted on Twitter earlier this month showing bodies lying on a road.


We were able to match buildings and objects in the videos to satellite images of El Geneina.


In one video, there is a mention of the local branch of the Bank of Khartoum, which we were also able to locate.


It’s not possible to say either when the videos were filmed or who did the filming.


But one appeared on Twitter around the same time the West Darfur governor Khamis Abakar was killed on 14 June. In this video, the person filming makes derogatory comments about non-Arabs living there.


The Darfur Bar Association (DBA) said this week that corpses remain on the streets, inside homes and in various public places.

Sudan crisis: Zalingei, Central Darfur no telecoms. Heavy fighting by SAF and RSF in El Fasher, N. Darfur

Zalingei witnessed RSF/SAF battles on 15 April, 23 killed, 80 wounded, widespread looting, before local leaders organized a truce. But on 22 May, Zalingei Resistace Committee reported that RSF-backed militias attacked on 400 motorbikes and looted, burned hospital 

banks and govt offices. Motorbikes were banned before, because militias use them to loot and terrorize, but now they're back and people fear a collapse - like what's happening in #Geneina, W Darfur 

Central Darfur was at the heart of the 2003/04 Darfur war, has 400,000 #displaced in 36 camps. But civil politics go on - conflicts are controlled by political/security class, and local people don't engage in 'ethnic' conflict. Few have joined RSF or SAF 

giving cause for hope that the breakdown in Geneina - pitting RSF-backed militias against displaced people in bitter battles over land under threat from climate catastrophe - won't happen in Zalingei 

But #agriculture is at risk: rainy season begins in June, farmers get no harvest finance, they must sell crops or trade just now to finance harvest, but looting/slump means that they will struggle to bear harvest costs, threatening famine 

Zalingei people caught outside Khartoum are beside themselves with worry.

Humanitarian crisis in Darfur increases as attacks rattle Zalingei

Zalingei, capital of Central Darfur, witnessed various attacks in the past days, the Darfur Bar Association (DBA) reported. In the South Darfur capital Nyala, fighting left multiple dead. Several bodies were found in the market. Communication breakdowns limit access to detailed information.

The DBA said in a statement yesterday that Zalingei witnessed attacks during the past few days, and that no detailed information was available due to the weak communication services.

Sources from the area reported that “armed men” launched attacks on Zalingei on Tuesday, resulting in four deaths and the abduction of four others. The situation seems to have calmed for now, but the aftermath is dire.

Inside the city, families are facing a catastrophic situation, with severe shortages of food and medicine.

Homes, offices, and the University of Zalingei have been looted. The Zalingei Teaching Hospital is said to be out of service.

Yesterday, members of resistance committees in Zalingei reported that paramilitaries of the RSF surrounded the city, raising fears of imminent attacks.

Violence in Nyala

The DBA reported that in Nyala, South Darfur, multiple bodies were found in the market, presumably caught in the crossfire last week. Authorities are working to identify the deceased and inform their relatives.

Vandalism have ravaged vital infrastructure, including that of telecommunications provider Sudatel. This severed crucial connections between institutions and banks in Darfur and Chad.

Yesterday, Radio Dabanga reported heavy gunfire and shelling in El Fasher, capital of North Darfur, in battles between the army and the RSF.
