Clashes in Wad Medani between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF)

SITUATION OVERVIEW

More than 250,000 – 300,000 people have fled Aj Jazirah State following the clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) around Wad Madani, the capital of Aj Jazirah State, according to the International Organization for Migration’s Displacement Tracking Matrix (DTM). Fighting broke out in the morning of 15 December between the SAF and the RSF in the outskirts of Wad Medani, 136 km southeast of the national capital Khartoum. On December 18, RSF reportedly entered Wad Medani town and by December 19 took control of the city.

There are reports of displaced people from Wad Medani and other parts of Aj Jazirah State arriving in Gedaref, Kassala, Red Sea, Sennar and White Nile states. Mobile network and internet connectivity challenges in parts of Aj Jazirah, White Nile and other adjacent areas are making it difficult for partners to collate information on the latest numbers of people displaced and their immediate needs. The number of displaced people by destination and hosting location will be available once the numbers are registered and verified.

Many IDPs reportedly arrived at the existing IDP gathering sites (collective centers) in and around Gedaref and Sennar. The majority sought shelter within the host communities, and local authorities and partners in Gedaref estimate that about 15,000 people have sought shelter with the host communities in Gedaref town, the capital of Gedaref State.

In Red Sea State, the Humanitarian Aid Commission (HAC) has reported that on 25 September an estimated 3,000 IDPs from Wad Medani arrived in Port Sudan, and another 980 on 26 December, with more IDPs expected in the coming days. The Red Sea State Committee on displacement and relief issues identified nine new sites at Al Souk al Shabi – mainly schools - to receive the newly displaced people. HAC reported an urgent need for shelter, food and non-food supplies for the newly arriving IDPs. Some of the new IDPs are living with host communities in the city.

Humanitarian response
Host communities in the localities receiving IDPs from Wad Medani are responding to meet the basic needs of the arriving IDPs. Site Management Cluster partners are closely coordinating with local authorities in Gedaref, where authorities have activated a daily emergency cell meeting to monitor the situation and ensure preparedness for increased arrivals to the town centre. Humanitarian partners in Gedaref have come forward with responses across WASH, Health, Protection and Food assistance to the IDPs once the relocation site is finalised and the IDPs start arriving on site. An inter-sectoral rapid needs assessment (ISRNA) is proposed in Gedaref among the communities displaced from Aj Jazirah. The local authorities are supporting the ISRNA, which would help the humanitarian actors to mobilise resources for the response. ISRNA will commence once the list of IDP gathering sites has been finalised by the authorities in Gedaref.

In Kassala, about 3,000 new IDPs from Aj Jazirah’s Medani Al Kubra locality, Hantoub administrative unit received high energy biscuits and Ready-to-use Supplementary Food (RUSF) for pregnant and lactating women and children from WFP as the initial food support for 4-5 days, with more comprehensive food and livelihoods assistance to come as the needs assessments are finalised and the numbers of the displaced people become available.

In Red Sea State, the Port Sudan Youth Initiative started providing ready meals with limited resources. The Red Sea Gathering Site Coordination Meeting on 27 December agreed to field an inter-agency assessment mission in the coming days to two IDP hosting locations in Port Sudan - Abdalla Nagi and Salalab Al Garbia.

In Sennar, HAC reported that about 1,770 displaced households arrived at various locations in Sennar and Sinja localities since the fighting started in Wad Medani. Humanitarian partners continue providing support to newly arrived IDPs from Aj Jazirah and also those from Khartoum.

The State Council for Child Welfare, in collaboration and with support from UNICEF, continues the registration of separated and unaccompanied children to provide services for them in all localities of Sennar State.

Child Development Foundation (CDF) and Save the Children (SCI) opened 10 child friendly spaces through the Council for Child Welfare in Sennar and Sinja localities with support from the Sudan Humanitarian Fund (SHF) and UNICEF. UNICEF, through the Council of Child Welfare, provided clothes and personal aids to children living with disabilities.

With support from UNICEF, the Council of Child Welfare activated 10 community-based protection networks (CBPNs) in Sennar and Sinja localities to provide protection services to children in need and refer cases for protection support. CDF established a CBPN targeting 60 people in the Suki locality. Also, the Council formulated a Women and Children Protection Network Group to trace and follow up on the issues of children's and mothers' protection.

Earlier this week, IMC provided medical supplies for two months to five primary healthcare centers (three in Suki and two in Sinja localities), in addition to the ongoing mobile clinic in Karkoug, Sinja locality, serving IDPs from Khartoum and Aj Jazirah. IMC provided more than 1,300 medical consultations to the IDPs. It has also provided nutrition services to the IDPs through outpatient therapeutic programs (OTP) at five primary healthcare centres (PHCs). IMC distributed hygiene cholera kits to 880 IDPs in three IDP gathering sides in the Sennar locality. IMC continues to support the State Ministry of Health (SMoH) Rapid Response Team (RRT) staffing and logistical support for the RRT.

CDF conducted training sessions on gender-based violence (GBV) and psychosocial support for 30 people in Sinja and Suki localities and GBV prevention awareness raising sessions for 30 people in the Sinja locality. It also established a community compliant feedback mechanism in Sennar locality.

Relief International (RI) will deploy shortly two mobile clinics to support IDPs from Aj Jazirah. A RI team from Blue Nile plans to visit Sennar state with one ambulance and medical supplies for the mobile clinics on 28 December.

In Blue Nile, HAC reported that about 500 IDPs arrived in Ed Damazine and more displaced people may arrive in the coming days. About 460 people are sheltering at two schools in Ed Damazine town - 243 people at Nahda school and 216 IDPs at Arkaweet school. Human Appeal and other organizations have provided some assistance to the displaced people, including food for IDPs at Nahda school. 

Background
After years of protracted crisis, Sudan plunged into a conflict of alarming scale when fighting between SAF and RSF broke out initially in Khartoum on April 15, and quickly expanded to other areas across the country. Khartoum has been the site of heavy fighting, while severe violent clashes and heavy bombardments have also been reported in the greater Darfur and Kordofan regions. The hostilities have resulted in extensive damage to critical infrastructure and facilities, including water and healthcare, the collapse of banking and financial services, frequent interruptions to electricity supply and telecommunication services and widespread looting. Since the conflict broke out, humanitarian needs have increased and almost 25 million people now require assistance in Sudan. More than 6.8 million people have been forced to leave their homes for safety elsewhere.

An estimated 5.9 million people live in Aj Jazirah State, Sudan’s breadbasket, with 700,000 living in Wad Medani. More than 270,000 people in the town need humanitarian assistance. Since April 15, 2023, nearly 500,000 people have fled to Al Jazirah State, 86,400 of whom are in Wad Medani. About 1.9 million people are in crisis (IPC 3) and have above-level food security in the state, with 179,000 in Medani between October 2023 and February 2024, according to the Integrated Food Security Phase Classification (IPC). There is an ongoing cholera outbreak in Aj Jazirah and neighboring states. 57 humanitarian organizations work in the state, including 25 INGOs, 21 NNGOs and six UN agencies. So far this year humanitarian organizations have reached 730,000 people in Aj Jazirah with food assistance, WASH, health and other humanitarian interventions.

SpaceX is advertising a position for growth manager of its Starlink Internet service in Sub-Saharan Africa

ACCORDING to the following article, SpaceX is advertising a job vacancy for a manager to boost Starlink growth in Africa. The role will be based in Nairobi, Kenya, from where the growth manager will report to a team at Starlink’s Hawthorne, California headquarters. It would prioritise applicants with a current right to work in Kenya. Also:


"Starlink’s estimated rollout date in South Africa has remained “unknown”, whereas the service has already been available in Kenya for four months. Six other Sub-Saharan African countries — Benin, Malawi, Mozambique, Nigeria, Rwanda, and Zambia — have also launched Starlink. In addition, the company has given estimated rollout dates for the vast majority of the other countries in the region before the end of 2024. Aside from South Africa, the only four countries that don’t yet have a planned launch date are Central African Republic, Eritrea, Mali, and South Sudan".

SpaceX hiring manager to boost Starlink growth in Africa

SpaceX is advertising a position for growth manager of its Starlink Internet service in Sub-Saharan Africa.


The role — first reported by Space in Africa — is open for applications on the Greenhouse recruitment website.


SpaceX explained that it was looking for someone to join the Starlink Growth team, which is responsible for launching, growing, and improving the service.


The successful candidate will be accountable for Starlink’s growth and success in the region, identifying and removing barriers to growth, championing user experience, and driving initiatives to accelerate adoption.


The role will be based in Nairobi, Kenya, from where the growth manager will report to a team at Starlink’s Hawthorne, California headquarters.


The growth manager’s responsibilities will entail the following:

  • Own growth of active consumer subscriber base in the region, identifying blockers and prioritising levers for growth
  • Set vision, develop strategy, and manage a budget around consumer growth initiative strategies, and tactics to meet company goals in the region
  • Deeply understand the customer experience in a country, elevating insights to drive localised improvements
  • Develop dashboards to track progress, drive improvements to growth and operational metrics, work with the operations team to create forecasts, and communicate to the broader Starlink team and senior leadership
  • Engage with local partners to drive efforts catered to the market, understand what’s working and what’s not, and drive continuous improvement
  • Champion key strategic consumer-focused projects end-to-end by collaborating and working cross-functionally with Operations, Engineering, Marketing, Sales, and Support teams

The basic qualifications required to be considered for the position include a Bachelor’s degree, five or more years of experience in consulting or project management, and three or more years of experience in Excel and SQL.


In addition, SpaceX demands two or more years of leading in interdisciplinary projects. The candidate must also have residency and work authorisation in Africa.

Other preferred skills and experience that will benefit applicants include:

  • Bachelor’s degree in business, supply chain, management information systems, computer science, engineering, or economics disciplines
  • 8+ years of relevant work experience in go-to-market, growth, international operations, consulting, software, Internet, and/or media industries, or early-stage companies
  • Proven ability to work independently in a fast-paced environment
  • Experience leading complex operational and strategic initiatives
  • Demonstrated track record of cross-functional stakeholder management and leadership through influence
  • Distinctive project management, problem-solving, and analysis skills, combined with business judgment and top communication skills
  • Experience working in broadband Internet or other consumer product industries
  • Master’s degree in management, engineering, or supply chain

SpaceX added it would prioritise applicants with a current right to work in Kenya.


They must also be willing to travel approximately 50% of the time and work extended hours and over weekends as needed.


It also stressed it does not have regional offices everywhere in the world and the candidate might not work from a SpaceX office.


No clarity on South African rollout


Many tech companies operate their Sub-Saharan Africa offices out of South Africa because the country is among the most well-developed on the continent.


However, Starlink’s estimated rollout date in South Africa has remained “unknown”, whereas the service has already been available in Kenya for four months.


Six other Sub-Saharan African countries — Benin, Malawi, Mozambique, Nigeria, Rwanda, and Zambia — have also launched Starlink.


In addition, the company has given estimated rollout dates for the vast majority of the other countries in the region before the end of 2024.


Aside from South Africa, the only four countries that don’t yet have a planned launch date are Central African Republic, Eritrea, Mali, and South Sudan.


SpaceX’s enterprise director Phillip van Essen previously told Mining Weekly that the company prioritised countries that made it easy to get approval for Starlink.


It is possible that the role of the growth manager could include expanding the service into countries where Starlink has not passed the necessary legal hurdles.


In South Africa, Starlink requires an electronic communications services (ECS) licence to sell its service directly to customers.


It would also need an electronic communications network services (ECNS) licence to roll out ground stations to improve the service’s performance.

To acquire these licences, the Electronic Communications Act determines that SpaceX — or its local subsidiary or partner — must be 30% owned by historically disadvantaged groups — including black people, women, youth, or disabled people.


Complicating matters further is that the licence will have to be acquired “second hand” from a willing seller, as South Africa’s telecoms regulator — Icasa — is not currently accepting applications for new licences.


It recently emerged that even government-owned fibre network operator Broadband Infraco cannot apply for an ECS  licence.


Icasa has not explained why it has not published a new invitation to apply for these licences in more than a decade.


Alternatively, SpaceX could work with a local partner that already meets the requirements.


However, this could make its subscription more expensive as the partner would have to take a cut to make such an arrangement financially sensible.


Although several companies have already confirmed distribution agreements with SpaceX, they have shied away from mentioning availability in South Africa in the near future.


Despite no official local rollout, over 4,000 South Africans are using imported Starlink kits with a regional or global roaming subscription to access the Internet.


Two Internet service providers (ISPs) that specialise in importing and managing Starlink on behalf of end-users — Starsat Africa and IcasaSePush — recently reduced their subscription prices substantially.

HIGHLIGHTS
• Renewed clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in Nyala Town since 11 August 2023 are continuing to fuel displacement of the civilian population.
• Up to 50,000 people have fled their homes in Nyala Town due to the fighting.
• At least 60 people have been killed and 250 others injured due to the clashes.
• Staff at the Turkish Hospital have been overwhelmed by the number of injured seeking assistance.
• Trucks loaded with humanitarian supplies are unable to travel to Nyala Town due to the fighting.

SITUATION OVERVIEW
From 11 to 17 August 2023, renewed clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) in Nyala Town, the state capital of South Darfur State, have displaced thousands of people to other areas, according to the International Organization for Migration (IOM) Displacement Tracking Matrix (DTM)

Preliminary reports indicate that approximately 10,000 families – about 50,000 people –  fled their homes in the Al-Mazad, Tayba, Seka Hadeed, Al-Jabal, Neil, Karrari, Musa and Texas neighbourhoods of Nyala Town to Hai Al-Jeer, Al-Nahda, As Salam, Derwa and Kangho neighbourhoods in the town; and to the As Salam, Al Serief, Otash and Kalma displacement camps in Beliel and Nyala Shimal localities in South Darfur. 

People have also fled to Tulus, Buram, As Salam and Damso localities in South Darfur, as well as to Shia'ria locality and Ad Du’ayn Town in East Darfur and Al Fasher Town in North Darfur. 

At least 60 people have been killed and 250 others injured during the fighting, according to IOM.
 
Staff at the Turkish Hospital – which is already understaffed – are reportedly struggling to cope with the influx of wounded people, and humanitarian partners on the ground report that medical supplies are running low.
 


Trucks loaded with nutrition, health, and water, sanitation and hygiene (WASH) supplies destined for Nyala Town have remained in Ad Du'ayn Town, the capital of East Darfur, since 14 August due to the fighting, and planned distributions by UNICEF have been postponed. 

There are concerns that continued fighting will cause the already precarious humanitarian situation in the state to deteriorate and heighten the health, nutrition, sanitation and food security needs of the vulnerable. Meanwhile, some areas could become inaccessible if roads become impassable during the ongoing rainy season.


Gathering information from Nyala Town in recent days has been challenging, as communication towers have reportedly been damaged during the fighting, and the electricity and water systems in the town are no longer functioning.
 


Background 


Nyala Town is located in Nyala Janoub locality, South Darfur State. An estimated 401,000 people live in the locality, of whom about 95,000 needed humanitarian assistance even before the conflict, according to the 2023 Humanitarian Needs Overview (HNO).

Systematic Violations of International Humanitarian and Human RIghts Law, Jeddah Declaration, And 20 MAY Ceasefire

Both the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) with their aligned paramilitaries have allegedly committed widespread violations of the Jeddah Declaration, the 20 May Ceasefire Declaration, and gross human rights abuses violating International Humanitarian and Human Rights Law (IHL and IHRL). The Yale School of Public Health’s Humanitarian Research Lab and PlanetScape Ai, members of the Sudan Conflict Observatory, find widespread and targeted humanitarian and human security impacts due to the conflict in Sudan.


Yale HRL has documented significant impacts to human security in Khartoum, North Kordofan, South Darfur, West Darfur, and North Darfur states. Open source reporting shows that communication is declining across Sudan, including Khartoum state and South Darfur. This corresponds with a known attack on Sudatel towers in Nyala. Incidents that damage information communication technologies (ICT) infrastructure, either intentionally or unintentionally, prevent civilians from being able to access humanitarian aid; limit humanitarian organizations ability to assess and respond to needs; and may prevent gross human rights abuses from being documented.


PlanetScape Ai has recorded numerous attacks following the 20th May Ceasefire Declaration. These attacks have been documented using moderate resolution satellite imagery with high resolution imagery and earth-orbiting thermal sensors, in some cases. This evidence includes several damaged buildings and fire incidents in Khartoum from May 23rd to 28th. In El-Geneina, substantial damage to civilian infrastructure from May 14th to 24th has been documented. Several attacks on towns and villages in West and South Darfur from May 18th to 29th have also been recorded in Darfur.


Moreover, PlanetScape Ai has further recorded a considerable shift in Sudan’s population distribution since the onset of the conflict. The population of Khartoum has consistently decreased, while cities in the east like Atbara and Port Sudan have seen a rise in their population. More recently, a significant drop in population has been observed in El Fasher and Nyala following the surge in violence. These population shifts are likely indicative of regional mobility constraints and the migration of residents seeking to escape the violence.

FINDINGS

Widespread and targeted bombardment and destruction of critical infrastructure including water and sanitation facilities, power, and ICT;

Eight (8) confirmed, targeted, and systematic arson attacks reportedly by the RSF across Darfur’s rural villages and urban centers;

Parties to the conflict have engaged in widespread, systematic, and targeted attacks on humanitarian facilities that include the looting of supplies across Sudan;

Widespread and targeted destruction of facilities that constitute protected civilian infrastructure, including marketplaces, civilian neighborhoods, schools, and food production facilities; and

The deployment of roadblocks and checkpoints by both parties to the conflict, impeding freedom of movement of civilians and the delivery of humanitarian aid.
