  • this includes 3 designations for the mercenary group’s top officials in Mali and Central African Republic (CAR), including the ‘right hand man’ of Yevgeny Prigozhin, who have deliberately targeted civilians in their operations
  • a further 5 businesses and individuals involved in threatening peace and stability in Sudan, including through disinformation campaigns and providing military equipment, have been targeted

The UK government has today (Thursday 20 July) announced a wave of sanctions against individuals and businesses involved with the Wagner Group in Mali, Central African Republic (CAR) and Sudan. These measures will limit their financial freedom by preventing UK citizens, companies and banks from dealing with them, alongside freezing any assets held in the UK and travel bans.


The Russian mercenary Wagner Group has operated in Mali, CAR and Sudan for several years, aggressively pursuing Russian foreign policy interests in the region and providing military support to counter-terrorism operations which have seen hundreds of civilians killed. The UK has already sanctioned the Wagner Group, its leader Yevgeny Prigozhin, and several of his key commanders who have participated in Russia’s illegal invasion of Ukraine.


The head of the Wagner Group in Mali, Ivan Aleksandrovitch Maslov, is one of those targeted today. Wagner mercenaries, alongside Malian forces, massacred at least 500 people in Moura in March 2022, including summary executions as well as rape and torture.


The head of the Wagner Group in CAR, Vitalii Viktorovitch Perfilev, and the Wagner Group’s head of operations in the country, Konstantin Aleksandrovitch Pikalov, are sanctioned for deliberately targeting civilians.


Pikalov, known as the Wagner Group founder and CEO Yevgeny Prigozhin’s ‘right hand man’, is the operational head of Wagner in CAR. Pikalov is responsible for the Wagner Group’s torture and targeted killings of civilians.


Wagner Group has also provided weapons and military equipment to Sudan. Three businesses, which act as fronts for the Wagner Group and operate in the country, have been included in the new measures, due to the continued risk they pose to peace and stability. These include M-Invest, and its subsidiary Meroe Gold. These build on recent sanctions against companies funding the conflict.


Andrew Mitchell, Minister for Development and Africa, said:

The Wagner Group is committing atrocities in Ukraine, as well as acting with impunity in countries like Mali, Central African Republic and Sudan. Wherever Wagner operates, it has a catastrophic effect on communities, worsens existing conflicts and damages the reputations of countries that host them.


These sanctions expose despicable individuals who have commissioned violations of international humanitarian law, holding them to account for the severe harm they are inflicting on innocent civilians for financial gain.


The UK announced a package of sanctions linked to Sudan last week, targeting 6 companies providing funding and military equipment to the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF).


Through diplomatic engagement and aid programmes, the UK continues to support local, national and international efforts to promote long-term prosperity and stability in Mali, CAR and Sudan.


The UK remains deeply concerned by the destabilising role Wagner plays in this region. Wagner mercenaries operating in Africa have long been reported as being responsible for multiple breaches of international humanitarian law and abuses of human rights, including numerous reports of indiscriminate killings of unarmed civilians. The group’s presence in Africa is self-serving as demonstrated by their grip on the security and economic environments as well as their continued exploitation of natural resources.


The individuals and businesses sanctioned today are:


Mali

  • Ivan Aleksandrovitch Maslov, the head of the Wagner Group’s operations in Mali, who oversaw the group’s involvement in the Moura Massacre and has been involved in the commission of violations of international humanitarian law, in particular, the deliberate targeting of civilians

Central African Republic

  • Alexander Alexandrovich Ivanov, the Wagner Group’s unofficial spokesperson in CAR, for his association with the Group which has committed violations of international humanitarian law, deliberately targeting civilians
  • Aleksandr Grigorievitch Maloletko, a military instructor for the Wagner Group and a close associate of Yevgeny Prigozhin, for his association with the Group which has committed violations of international humanitarian law
  • Dimitri Sytii, an individual associated with the Wagner Group in CAR which has violated international humanitarian law, deliberately targeting civilians
  • Konstantin Aleksandrovitch Pikalov, a close advisor of Yevgeny Prigozhin, for his involvement in the commission of violations of international humanitarian law in CAR, in particular the deliberate targeting of civilians
  • mining company Lobaye Invest Sarlu for involvement in activities which threaten the peace, stability and security of the CAR, including through acts that undermine efforts to resolve armed conflicts, such as funding the training of CAR army recruits by Russian mercenaries
  • Sewa Security Services, a CAR-based security company (and subsidiary of Lobaye Invest Sarlu) for its involvement in activities which undermine or threaten the peace, stability and security of the CAR, including by providing support for and/or promoting the actions of the Wagner Group in CAR
  • Vitalii Viktorovitch Perfilev, the head of Wagner Group operations in CAR, for violating international humanitarian law by deliberately targeting civilians

Sudan

  • Andrei Sergeevich Mandel, Director General of M-Invest which in itself is responsible for action which threatens the peace, stability and security of Sudan
  • M-Invest, a company serving as a front for the Wagner Group, for threatening the peace and security of Sudan. M-invest has previously advised the Sudanese government on disinformation campaigns to discredit pro-civilian government protestors
  • Meroe Gold, a mining subsidiary of M-Invest, for threatening the peace, stability and security of Sudan. Meroe Gold has imported equipment to Sudan including weapons, helicopters and military trucks
  • Mikhail Potepkin, Regional Director of M-Invest and Director of Meroe Gold, for threatening the peace and stability in Sudan. Potepkin is associated with the Wagner Group. He worked to ensure planes hired by Meroe Gold could continue operate domestically and internationally whilst being undetected by commercial aviation radars
  • Al-Solag Mining, for threatening the peace, stability and security of Sudan by its association with Meroe Gold (and for its attempts to avoid existing Western sanctions and Sudanese regulations)

Sudan army says drone attack by paramilitary forces kills 14 in capital

KHARTOUM, July 19 (Xinhua) -- The Sudanese Armed Forces announced that 14 people were killed in a drone attack launched by the paramilitary Rapid Support Forces (RSF) in the capital Khartoum on Wednesday.


"The rebel militia targeted citizens who gathered to greet our forces in the Al-Azouzab area with a drone, killing 14 civilians and wounding 15 others," the army said in a statement.


The Sudanese army said it would continue combing the areas for the RSF stations in Khartoum, according to the statement.


Sudan has been witnessing deadly clashes between the Sudanese army and the RSF in Khartoum and other areas since April 15, resulting in over 3,000 deaths and more than 6,000 injuries, according to figures released by the Sudanese Health Ministry. Enditem

JEM faces internal rift as leaders engage with RSF commander


July 17, 2023 (KHARTOUM) – The Justice and Equality Movement (JEM) is confronted with an internal crisis as three senior members are found to have secretly held a meeting with the Second Commander of the Rapid Support Forces (RSF), Abdel Rahim Daglo.


JEM leader Gibril Ibrahim refuted claims in a statement last week, denying any meeting with Daglo in the Chadian capital during a recent trip to N’djamena. He affirmed that his sole meeting was with Chadian President Mahamat Idriss Deby on July 8.


While JEM asserts its neutrality in the war between the Sudanese army and the paramilitary forces, reports have resurfaced suggesting that Daglo had met with JEM leadership members in Chad. The purpose of the meeting was reportedly to discuss the RSF’s political future within the ongoing efforts to end the war, hold an inclusive dialogue, and explore possibilities for cooperation between the two armed groups.


In response to these reports, JEM indirectly acknowledged the meeting by issuing a second statement, on Sunday stating that the leadership members who met the RSF second-in-command in N’djamena acted in their personal capacity without any mandate from the group.


On Monday, a prominent JEM leader disclosed to the Sudan Tribune that the movement’s leader intends to take punitive measures against the senior officials who secretly met with Daglo in Chad.


“Gibril Ibrahim plans to impose severe penalties on the leaders who clandestinely met Daglo in N’Djamena,” said the senior official, who is not authorized to speak to the media.


The official revealed that Ibrahim personally spoke with JEM’s political secretary, Suleiman Sandal, and its chief negotiator and peace implementation secretary, Ahmed Tugud, to inquire about the reasons behind their meeting with the RSF second-in-command.


The source emphasized that the unauthorized meeting has angered the JEM leadership, particularly as it contradicts the movement’s stance of neutrality in the conflict between the army and the paramilitary forces.


“These leaders have chosen a path that contradicts the movement’s vision. Ongoing meetings are being held with them to clarify their positions, and strict sanctions are expected to be imposed against them in the coming days,” the source stated.


Last week, the leaders of the Darfur groups that signed the Juba peace agreement held discussions with the Chadian president to address the urgent need for protecting civilians in Darfur and stemming the flow of refugees to Chad.


In light of the reported killing of hundreds of civilians in West and Central Darfur states by the RSF and allied militiamen, the signatory groups also convened in N’djamena and agreed to strengthen the joint force.


Following the outbreak of war, the Darfur armed groups formed a joint force to safeguard civilians, but its role has remained limited to the North Darfur capital. The force is mainly escorting humanitarian and commercial convoys to or  in the western Sudan region.

Army remarks spark rumours that resumption of Jeddah talks is ‘imminent’

The leadership of the Sudan Armed Forces (SAF) seems open to mediation initiatives. SAF Commander-in-Chief Lt Gen Abdelfattah El Burhan praised the Saudi Arabia-USA-led mediation efforts in Jeddah and Deputy Commander-in-Chief Lt Gen Shamseldin Kabbashi said that the army is open to ‘any serious initiative’ to stop the war.


El Burhan thanked the governments of Saudi Arabia and the USA for facilitating the negotiation process in the Saudi city of Jeddah and highlighted the importance of the initiative.


Kabbashi told Al Jazeera TV channel on Saturday that the army is “open to any serious initiative to stop the war that guarantees the preservation of national sovereignty”.


He supports a comprehensive political dialogue and noted that the Saudi-American initiative is “advanced”.


The dialogue should lead to the formation of a civilian government to lead the transitional period and prepare for elections.


“The conspiracy against the country is great” and the armed forces are carrying out their constitutional duty, Kabbashi said.


On Saturday, Sudanese government sources reported that government representatives had arrived in Saudi Arabia to resume talks with the Rapid Support Forces (RSF).


These developments followed a Saudi-US statement, in which the two countries pledged their shared commitment to ending the conflict in Sudan.


In a summit in Egyptian capital Cairo last week, seven of Sudan’s neighbouring countries also agreed on ‘mechanism’ to end the war.


In a visit to Nairobi, Kenya, Egyptian President Abdelfattah El Sisi stated that the summit complements other regional efforts aimed at ending the conflict and moving to peaceful dialogue.


Wide welcome


Within Sudan, Kabbashi statements were welcomed. Maj Gen (Retd) Fadlallah Burma, interim head of the National Umma Party (NUP), praised Kabbashi’s statements as “positive” on Sunday.


He called on the commanders of the warring SAF and RSF to immediately turn to the negotiating table in Jeddah to reach a comprehensive ceasefire and end the war.


NUP Secretary-General El Wasig El Bereir said in a post on Twitter yesterday that Kabbashi’s statements are “a courageous position that contributes to restoring stability in the country”.

The head of the Sudanese Congress Party (SCP), Omar El Degeir, also welcomed Kabbashi’s statements and called for an immediate cessation of the war.


Khaled Omar Yousef, another leading member of the SCP and official spokesperson of the political process that saw the signing of the Framework Agreement, said in a post on Twitter that he welcomed Kabbashi’s statements and considered them an important step towards stopping the war.


He expressed his hope that negotiations will resume through the Jeddah platform soon and that Sudanese, international, and regional efforts will be coordinated in a unified negotiating platform.


Mohamed El Faki, former member of the Sovereignty Council and member of the Federal Assembly, said that the statements of General Kabbashi are a step in the right direction.


Criticism


Mubarak El Fadiu, head of a NUP breakaway faction, commented that if El Burhan agrees to return to a truce after the losses it caused to the people, he will have failed the people.


He accused the Biden administration of “seeking to salvage what remains of the RSF” in a post on Twitter. 


He stressed that “there should be no negotiations with the RSF, except for their surrender”.


Three-month truce


Journalist and political analyst Abdallah Rizig said that Gen Kabbashi and the RSF have an opportunity to promote a peaceful choice in practice through a ceasefire agreement.


The RSF should, as a first stage, withdraw to its positions before April 15 and the ceasefire should be properly monitored.


Both El Burhan and Hemedti, or their representatives, need to fully follow the roadmap that was agreed upon in the Jeddah platform. Rizig also stressed the need for an explicit declaration from the RSF not to seek to take power through war, as an affirmation of good faith.


Liaison Committee


On Saturday, the RSF formed a liaison committee with political and societal groups and rebel movements in the country.


The committee, set up by RSF Commander Mohamed ‘Hemedti’ Dagalo, is chaired by his adviser Yousef Ezzat and aims to hold “wide-ranging consultations to address the roots of the accumulated national crisis”.
