Sudan: Qatar Charity provides new food aid to war-affected families in Northern, Kassala, Red Sea states

Qatar Charity provides new food aid to war-affected families in Sudan

With funding from the Qatar Fund for Development (QFFD), Qatar's ambassador to Sudan Mohamed bin Ibrahim al-Sada, Sudan Humanitarian Aid Commission's (HAC) federal commissioner Dr Salah al-Mubarak and officials from the Qatari embassy in Port Sudan, launched new shipments of food aid to the states of Kassala, Northern, and Red Sea.


This is part of a project aimed at providing 50,000 food packages to families affected by the war and internally displaced persons (IDPs) in Sudan, a Qatar Charity (QC) statement said Sunday.


Ambassador al-Sada emphasised Qatar's continuation of humanitarian efforts aimed at assisting the Sudanese people affected by the war. He lauded the relief interventions by QFFD and QC since beginning of the conflict and stated that Qatar's support for the people in Sudan will continue in the next phase as it is a core humanitarian duty.


Dr al-Mubarak expressed the Sudanese government's appreciation for the continuous response from Qatar, as well as from the QFFD and QC, to help those affected by the war in various states of Sudan. He stated that their recent intervention by providing 8,000 food packages for the IDPs and affected individuals is of great importance, especially after the displacement due to the recent developments in Wad Madani city and the increasing need for food assistance for the affected families.


The shipments of essential food items, inaugurated in the presence of ambassador al-Sada, were directed to the affected, the IDPs, and the most vulnerable groups in the new states. A total of 4,000 food packages were allocated for the Northern State, and 2,000 each for the Kassala State and the Red Sea State. Each food package contains 40kg of essential food items, sufficient for a family of six for a month.


The total beneficiaries of the food aid shipments for the affected families in Kassala, Northern, and Red Sea states are 48,000, while the overall number of beneficiaries from the 50,000 food package provision project, funded by QFFD and implemented by QC for the benefit of the affected families in Sudan, is 300,000. DOHA

SAF chief says "We will fight until the enemy is gone"

In a speech delivered to forces in Jebit in eastern Sudan, Burhan stressed that there is no room for reconciliation or agreement with the RSF, indicating that the army is continuing its battle to recover all of Sudan. "We have no reconciliation with them. Sudan's Army Chief: We Will Fight Until the Militia is Gone

(PORT SUDAN) - Sudanese army commander Abdel Fattah al-Burhan unequivocally dismissed an agreement signed between the Rapid Support Forces (RSF) and associated political groups, vowing to continue the war that has been going on for nine months.


In a speech delivered to forces in Jebit in eastern Sudan, Burhan stressed that there is no room for reconciliation or agreement with the RSF, indicating that the army is continuing its battle to recover all of Sudan.


"We have no reconciliation with them. We have no agreement with them," he said. "Our battle continues until every site in Sudan is restored."


Burhan stated that the RSF committed "war crimes," vowing that the army would deal with them "in the field."


"We will fight until the enemy is gone."


The army chief called for arming citizens to defend themselves, advocating for them to acquire weapons or enlist in the armed forces.


He regretted that some politicians are praising RSF Commander Mohamed Hamdan Dagalo, known as "Hemedti," despite all the murders he has committed, criticizing neighboring countries that welcomed him.


Dagalo is on a tour across Africa with stops in South Africa, Uganda, Ethiopia, Kenya, and Djibouti.


The Sudanese Foreign Ministry summoned its ambassadors in Kampala and Nairobi to protest the formal receptions offered to the RSF commander.


According to a statement by the Foreign Minister-designate, Ali al-Sadiq, the Ministry summoned its ambassadors for "consultations" in response to the official welcome extended to the "militia" leader.


Hemedti's tour will extend to other African and Arab countries, and some unconfirmed reports suggest he will visit Egypt, among other Arab and regional states.

Clashes in Wad Medani between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF)

SITUATION OVERVIEW

More than 250,000 – 300,000 people have fled Aj Jazirah State following the clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) around Wad Madani, the capital of Aj Jazirah State, according to the International Organization for Migration’s Displacement Tracking Matrix (DTM). Fighting broke out in the morning of 15 December between the SAF and the RSF in the outskirts of Wad Medani, 136 km southeast of the national capital Khartoum. On December 18, RSF reportedly entered Wad Medani town and by December 19 took control of the city.

There are reports of displaced people from Wad Medani and other parts of Aj Jazirah State arriving in Gedaref, Kassala, Red Sea, Sennar and White Nile states. Mobile network and internet connectivity challenges in parts of Aj Jazirah, White Nile and other adjacent areas are making it difficult for partners to collate information on the latest numbers of people displaced and their immediate needs. The number of displaced people by destination and hosting location will be available once the numbers are registered and verified.

Many IDPs reportedly arrived at the existing IDP gathering sites (collective centers) in and around Gedaref and Sennar. The majority sought shelter within the host communities, and local authorities and partners in Gedaref estimate that about 15,000 people have sought shelter with the host communities in Gedaref town, the capital of Gedaref State.

In Red Sea State, the Humanitarian Aid Commission (HAC) has reported that on 25 September an estimated 3,000 IDPs from Wad Medani arrived in Port Sudan, and another 980 on 26 December, with more IDPs expected in the coming days. The Red Sea State Committee on displacement and relief issues identified nine new sites at Al Souk al Shabi – mainly schools - to receive the newly displaced people. HAC reported an urgent need for shelter, food and non-food supplies for the newly arriving IDPs. Some of the new IDPs are living with host communities in the city.

Humanitarian response
Host communities in the localities receiving IDPs from Wad Medani are responding to meet the basic needs of the arriving IDPs. Site Management Cluster partners are closely coordinating with local authorities in Gedaref, where authorities have activated a daily emergency cell meeting to monitor the situation and ensure preparedness for increased arrivals to the town centre. Humanitarian partners in Gedaref have come forward with responses across WASH, Health, Protection and Food assistance to the IDPs once the relocation site is finalised and the IDPs start arriving on site. An inter-sectoral rapid needs assessment (ISRNA) is proposed in Gedaref among the communities displaced from Aj Jazirah. The local authorities are supporting the ISRNA, which would help the humanitarian actors to mobilise resources for the response. ISRNA will commence once the list of IDP gathering sites has been finalised by the authorities in Gedaref.

In Kassala, about 3,000 new IDPs from Aj Jazirah’s Medani Al Kubra locality, Hantoub administrative unit received high energy biscuits and Ready-to-use Supplementary Food (RUSF) for pregnant and lactating women and children from WFP as the initial food support for 4-5 days, with more comprehensive food and livelihoods assistance to come as the needs assessments are finalised and the numbers of the displaced people become available.

In Red Sea State, the Port Sudan Youth Initiative started providing ready meals with limited resources. The Red Sea Gathering Site Coordination Meeting on 27 December agreed to field an inter-agency assessment mission in the coming days to two IDP hosting locations in Port Sudan - Abdalla Nagi and Salalab Al Garbia.

In Sennar, HAC reported that about 1,770 displaced households arrived at various locations in Sennar and Sinja localities since the fighting started in Wad Medani. Humanitarian partners continue providing support to newly arrived IDPs from Aj Jazirah and also those from Khartoum.

The State Council for Child Welfare, in collaboration and with support from UNICEF, continues the registration of separated and unaccompanied children to provide services for them in all localities of Sennar State.

Child Development Foundation (CDF) and Save the Children (SCI) opened 10 child friendly spaces through the Council for Child Welfare in Sennar and Sinja localities with support from the Sudan Humanitarian Fund (SHF) and UNICEF. UNICEF, through the Council of Child Welfare, provided clothes and personal aids to children living with disabilities.

With support from UNICEF, the Council of Child Welfare activated 10 community-based protection networks (CBPNs) in Sennar and Sinja localities to provide protection services to children in need and refer cases for protection support. CDF established a CBPN targeting 60 people in the Suki locality. Also, the Council formulated a Women and Children Protection Network Group to trace and follow up on the issues of children's and mothers' protection.

Earlier this week, IMC provided medical supplies for two months to five primary healthcare centers (three in Suki and two in Sinja localities), in addition to the ongoing mobile clinic in Karkoug, Sinja locality, serving IDPs from Khartoum and Aj Jazirah. IMC provided more than 1,300 medical consultations to the IDPs. It has also provided nutrition services to the IDPs through outpatient therapeutic programs (OTP) at five primary healthcare centres (PHCs). IMC distributed hygiene cholera kits to 880 IDPs in three IDP gathering sides in the Sennar locality. IMC continues to support the State Ministry of Health (SMoH) Rapid Response Team (RRT) staffing and logistical support for the RRT.

CDF conducted training sessions on gender-based violence (GBV) and psychosocial support for 30 people in Sinja and Suki localities and GBV prevention awareness raising sessions for 30 people in the Sinja locality. It also established a community compliant feedback mechanism in Sennar locality.

Relief International (RI) will deploy shortly two mobile clinics to support IDPs from Aj Jazirah. A RI team from Blue Nile plans to visit Sennar state with one ambulance and medical supplies for the mobile clinics on 28 December.

In Blue Nile, HAC reported that about 500 IDPs arrived in Ed Damazine and more displaced people may arrive in the coming days. About 460 people are sheltering at two schools in Ed Damazine town - 243 people at Nahda school and 216 IDPs at Arkaweet school. Human Appeal and other organizations have provided some assistance to the displaced people, including food for IDPs at Nahda school. 

Background
After years of protracted crisis, Sudan plunged into a conflict of alarming scale when fighting between SAF and RSF broke out initially in Khartoum on April 15, and quickly expanded to other areas across the country. Khartoum has been the site of heavy fighting, while severe violent clashes and heavy bombardments have also been reported in the greater Darfur and Kordofan regions. The hostilities have resulted in extensive damage to critical infrastructure and facilities, including water and healthcare, the collapse of banking and financial services, frequent interruptions to electricity supply and telecommunication services and widespread looting. Since the conflict broke out, humanitarian needs have increased and almost 25 million people now require assistance in Sudan. More than 6.8 million people have been forced to leave their homes for safety elsewhere.

An estimated 5.9 million people live in Aj Jazirah State, Sudan’s breadbasket, with 700,000 living in Wad Medani. More than 270,000 people in the town need humanitarian assistance. Since April 15, 2023, nearly 500,000 people have fled to Al Jazirah State, 86,400 of whom are in Wad Medani. About 1.9 million people are in crisis (IPC 3) and have above-level food security in the state, with 179,000 in Medani between October 2023 and February 2024, according to the Integrated Food Security Phase Classification (IPC). There is an ongoing cholera outbreak in Aj Jazirah and neighboring states. 57 humanitarian organizations work in the state, including 25 INGOs, 21 NNGOs and six UN agencies. So far this year humanitarian organizations have reached 730,000 people in Aj Jazirah with food assistance, WASH, health and other humanitarian interventions.

Archbishop of the Episcopal Church of Sudan appeals for peace in Christmas message

The Archbishop of the Province of the Episcopal Church of Sudan, the Most Revd Ezekiel Kondo, appealed for peace in his Christmas letter recently. He said: “I appeal to the two warring parties, Sudanese Army and Rapid Support Forces and their supporters on this special occasion to consider putting the guns beyond use and silence them for peace as a matter of urgency. Continuing using guns, there will be no people left to rule over nor will there be a country called Sudan to live in. Enough is enough to the suffering of innocent people. Enough is enough to death.”  


Archbishop Ezekiel’s Christmas message describes how communities in the country have been adversely affected since the start of the war, particularly Khartoum, Darfur, El Obeid and Kadugli. He also writes about communities in other states affected by flooding. “Many people lost their lives and no one is burying them, while many got injured and still many missing. People live in fear because of bullets, hunger and health reasons. People lost their properties while they live as displaced in their homeland and still others as refugees in foreign countries. People’s lives are like living in darkness and they see no future. I salute the Bishops who are with their people in the Dioceses of El Obeid, Kadugli, Port Sudan, Wad Medani and particularly the Clergy in the Diocese of Khartoum. I thank God for each of them, for their faith and courage at this difficult time,” he said.   


He quotes the Old Testament prophet Isaiah and likens what the prophet says to the current situation in Sudan. “But he gives a message of hope and courage. In the darkness, the light is shown. ‘The people walking in darkness have seen a great light; on those living in the land of deep darkness a light has dawned. Every warrior’s boot used in battle and every garment rolled in blood will be destined for burning, will be fuel for the fire’. (Isa. 9:1-2; 4-9) He speaks about a son who is a King and who comes with great power whose government will last forever and he will rule with justice, righteousness, and people will live in peace,” explains Archbishop Ezekiel.   


He concludes his message with thanking God for his faithfulness and appealing to the country’s leaders for peace, "Despite the instability, we thank God for His faithfulness, believing that he will intervene at his own time. We wish to express our thanks and gratitude to our friends and partners abroad and within Sudan for standing in solidarity, support, encouragement and prayer for the Sudanese people in general and Christians in particular.”  


Bishop Anthony Poggo, Secretary General of the Anglican Communion, said: "I join my brother, Archbishop Ezekiel in calling on the warring sides to end this war. Enough is enough! As we journey through this season of Advent Season and rejoice in the birth of our Lord and Saviour, Jesus Christ, the Light of the World, remember the people of Sudan in your prayers that peace will come, and that they can rebuild their lives and homes."

To: All brothers and sisters, sons and daughters

Re: Christmas is the Hope of every believer Isaiah


“The people walking in darkness have seen a great light; on those living in the land of deep darkness a light has dawned” (Isaiah 9:2)


This year Christmas in our country, Sudan is very different because of the war situation since 15 April. People live in a very different life particularly people from Khartoum, Darfur, El Obeid and Kadugli. In addition, people in the more stable states are also affected as they live a very different life due to the flooding of people to their states, cities and their houses. May people lost their lives and no one burring them, while many got injured and still many got missing. People live in fear because of bullets, hunger and health reasons. People lost their properties while they live as displaced in their homeland and still others as refugees in foreign countries. People’s lives are like living in darkness and they see no future. I salute the Bishops who are with their people in the Dioceses of El Obeid, Kadugli, Port Sudan, Wad Medani and particularly the Clergy in the Diocese of Khartoum. I thank God for each of them, for their faith and courage at this difficult time.


Prophet Isaiah in the Old Testament, people experienced the same situation as we today, but he gives a message of hope and courage. In the darkness, the light has shown. “The people walking in darkness have seen a great light; on those living in the land of deep darkness a light has dawned”

He speaks about a son who is a King and who comes with great power whose government will last forever and he will rule with justice, righteousness, and people will live in peace.

“For to us a child is born, to us a son is given, and the government will be on his shoulders. And he will be called Wonderful Counselor, Mighty God, Everlasting Father, Prince of Peace”. (Isa. 9:6)


Mathew quotes Isaiah when he said:

The people living in darkness have seen a great light; on those living in the land of the shadow of death, a light has dawned." Matthew 4:16


As the Bishop of the Diocese of Khartoum and Archbishop of the Episcopal Church of Sudan, this year I celebrate Christmas outside Khartoum and All Saints Cathedral because the Cathedral was occupied since April. People of the Church of Savior Omdurman are not celebrating Christmas in their Church because it was bombed to ashes on 1 November! Many people could not celebrate Christmas in their Churches and their houses and cities because of the war.


Thanks and Gratitude:


Despite of the instability, we thank God for His faithfulness, believing that he will intervene at his own time. We wish to express our thanks and gratitude to our friends and partners abroad and within Sudan for standing in solidarity, support, encouragement and prayer for the Sudanese people in general and Christians in particular.


Appeal to the Country Leaders:


On this great occasion on which we celebrate the birth of the Prince of Peace and at which angels from heave sang: “Glory to highest heaven, and peace on earth to those with whom God is pleased.” (LK 2:14)


I appeal to the two warring parties, Sudanese Army and Rapid Support Forces and their supporters on this especial occasion to consider putting the guns beyond use and silence them for peace as a matter of urgency. Continuing using guns, there will be no people left to rule over nor will there be a country called Sudan to live in. Enough is enough to the suffering of innocent people. Enough is enough to death.


As we celebrate Christmas at this exceptional time some with no food leave alone clothing for the children, let us not lose faith in God. Let us call and lean on the Prince of Peace, who will rule with Justice and Righteousness.


Let us have faith in the Prince of Peace and call for the restoration of peace to our beloved country, Sudan. May the Leaders of our country see the suffering of the people and stop this war, which entered its ninth month.

The Brotherhood is an Islamic organization active in many countries. It supported the old dictator al-Bashir, and now supports his successor al-Burhan. The trouble is, Kuku says, the Brotherhood does not feel any sense of patriotism or belonging to Sudan. Their loyalty is to the Brotherhood. If they can rule Sudan, good — if not, let it be destroyed. If Sudan is ruined, they can move on. That’s their perspective.


The Janjaweed, which is currently occupying the capital Khartoum, isn’t any better. The Janjaweed just want to loot and pillage, in Kuku’s view. They don’t feel that they will get to keep Khartoum, so they want to destroy it out of envy and spite". Read more.

Understanding the Sudanese Civil War

Wars are too quickly forgotten. A conflict starts and the whole world watches. When it drags on with no resolution, the world moves on — especially if there is no ideological battle being fought, or if another, fresher conflict grabs our attention.


Such is the case with Sudan. The world may be ready to let the violence there fade into the background, seeing it as another Yemen or Somalia, a place of perpetual violence better left ignored. But the people of Sudan, including the large Christian minority in the country, cannot move on.


Civil war has been raging in Sudan for over six months now. The cost in human lives is mind-boggling. An October 15 UN report reveals that perhaps as many as 9,000 people have been killed, 5.6 million have been displaced, 25 million are in need of humanitarian aid, and 19 million children have been unable to attend school.


On October 31, I sat down with a Sudanese Pastor, Younan Kuku, to talk about the situation. Pastor Kuku hails from the Nuba mountains on the border between Sudan and South Sudan. He currently lives in another Arab country where he pastors a church of Sudanese refugees and expatriates.


The Background of the Conflict


Sudan is a diverse country. Dozens of tribes speak dozens of languages and adhere to a mixture of religions — Muslim, Christian, and traditional animism. Some tribes have Arabian ethnic origins, speak Arabic as their mother-tongue, and consider themselves Arabs. Many of them live the traditional Arab lifestyle of nomadic pastoralism.


Oher tribes speak a variety of African languages and identify as African. Many are settled farmers who do not want nomadic pastoralists roaming over their lands. These differences — “Arab” vs. “African,” Muslim vs. Christian, agriculturalist vs. pastoralist — are the roots of the ethnic, religious, and economic conflicts that have beset the country for decades.


For thirty years, Sudan was ruled by the dictator Omar al-Bashir, an Islamic extremist from an Arab tribe who wanted to impose Sharia law throughout the country. He adopted a policy of ethnic cleansing with the aim of turning Sudan into an Arab Muslim nation. For this the southern part of the country, which was predominantly “African” and Christian/animist/syncretistic, seceded in 2011 to become the world’s newest independent nation, South Sudan.


Three other regions are controlled by rebel groups and have dreams of succession or overthrowing the government in Khartoum, but are not strong enough. They reside in the vast Darfur region in the west of the country, the Nuba Mountains in South Kordofan State on the southern border, and Blue Nile State in the southeast.


In the Darfur region, al-Bashir used an Arab militia group called the Janjaweed to carry out his genocidal plans while avoiding implication in the crimes. Eventually, the Janjaweed was made official and integrated into the Sudanese military government as the Rapid Support Forces (RSF).


In 2019, a popular uprising unseated al-Bashir. He ended up in jail, and Sudan ostensibly began the transition to democracy. However, many of al-Bashir’s people remained in place in the government and the military.


In 2021 the military initiated another coup, overthrowing the civilian transitional government leadership. General Abdel Fattah al-Burhan became the leader of the country. Burhan’s grip on Sudan was not strong, so he kept up the pretense of a transition to civilian rule. He left al-Bashir in jail, perhaps partly because al-Burhan would rather be in change than second fiddle.


For more than a year, the country was consumed with pro-democracy protests demanding that al-Burhan step down.


In April 2023 the leader of the RSF/Janjaweed, Mohamed Hamdan Dagalo (usually referred to as simply “Hemedti”), took advantage of al-Burhan’s unpopularity and the overall instability, and attempted to overthrow him. He portrayed himself as the true champion of the Sudanese people — despite the fact that it was he who oversaw many of the atrocities in the past Darfur conflicts.


The two men are now fighting over control of the country, but as far as most Sudanese people are concerned, both are villains.


“No Sense of Belonging”


The first thing Pastor Kuku says when I ask him about the situation is that the Muslim Brotherhood is to blame.

As a result, there are not many residents left in Khartoum proper, Kuku says — the city is mostly empty. However, people remain in the poorer urban areas on the edges of Khartoum proper, such as Omdurman and El-Haj Yousif. Residents of those areas don’t have the resources even to leave. Many of them came to Khartoum in the first place fleeing Darfur and other war torn areas of the country.


There is no real government in Khartoum. In the days of Omar Bashir, at least there was a government, Kuku says. “Now everything is ruined.”


I can see why any leadership at all would seem preferable to the current state of things. A video recently circulated in the Sudanese community that showed an iconic skyscraper in the capital burning. Khartoum does not have many skyscrapers, and I was shocked to see it destroyed — it had been perhaps the most impressive part of the skyline when I visited the city in 2022, a symbol of progress and development. Now it’s gone, and Khartoum is on its way to becoming a dystopian waste.


If the Janjaweed retains any control in Sudan, it will most likely be in its home turf of Darfur.


Darfur


“There many voices saying that Darfur must secede,” Kuku says.


In fact, people in Darfur have wanted to secede for a long time. The Janjaweed will support that idea, Kuku predicts, so that they can be left in charge of Darfur, and give the rest of Sudan to the al-Burhan and the Muslim Brotherhood.


However, the atrocities committed by the Janjaweed were part of the reason that many people in Darfur wanted to secede in the first place. If the Janjaweed takes over Darfur, the region could be left in the hands of a government just as genocidal as al-Bashir’s. The African tribes in Darfur want independence from Sudan, but not like this.


“I think it will happen,” says Kuku.


Nuba Mountains


Meanwhile, the rebels in the Nuba mountains don’t want to get involved in the war at all, because they consider both sides their enemies — and if they side with one side, the other side would punish them if it won.


So they are staying out of the conflict as much as possible. However, they are seizing the opportunity to re-take control of their own region, while the Sudanese military is otherwise occupied. The Nuba Mountains has its own functioning autonomous government. They have been thinking about independence for a long time. Kuku thinks that if Darfur secedes, the Nuba Mountains will ask for independence as well. But if there is any sort of peace compromise, they will be patient and hope for a better situation under the new government.


The Christian Community


Meanwhile, the Christian community scattered throughout the country is caught in the middle of the war. Both sides of the conflict are Islamic extremists. Kuku thinks that if the conflict resolves in any sort of compromise or peace agreement between the factions, there is hope that Christians may experience a little relief. But if the country is simply divided between Hemedti and al-Burhan, it could become very hard for the Christians in the new regimes.


Unfortunately, Christians don’t have much say in what happens to the country. They are left to make the best of it.


As reported here previously, the Christian community in the city of Wad Madani has been active in taking care of people flooding in from the capital. The situation remains very hard in Wad Madani because of the huge number of displaced people. People are sleeping in the schools, under trees, and beside houses, Kuku says.


The situation in the northern city of Atbara is similar.


The route for aid to reach the suffering people in Wad Madani and Atbara is through the Muslim Brotherhood in Port Sudan. Kuku indicates that although there is corruption, it is possible for some aid to actually reach them, especially if it is designated for the churches and not for the government. But not nearly enough aid is being sent.


The Future of Sudan


Most people in Sudan are Muslims, but they are not extremists and do not agree with the Brotherhood. The majority adhere to Sufism, a charismatic or mystical form of Islam that many Islamic extremists consider heretical. Syncretism and Muslims-in-name-only are also common.


Many people in Sudan, especially young people from the capital, want the Sudan to remain united. The younger generation wants change, and they want democracy, but they do not want the country to fall apart.

But politicians have other loyalties and think differently, Kuku says. The Sudanese people don’t want the Muslim Brotherhood to rule the country, nor the military. They want a civilian government. But the military won’t allow it.


“As far as I’m concerned, if Sudan remained one country it would be strong,” says Kuku.


I mentioned to him that on October 26, the RSF/Janjaweed and the military resumed peace talks in Jeddah, Saudi Arabia.


“It won’t succeed,” says Kuku simply.


Neither side is serious about peace right now. The military leaders only understand the language of threats, Kuku thinks. If a more powerful military forced them to stop tearing the country apart, they would listen. But mere admonitions of peace won’t do anything. Both sides are treating the war like a game.
